The letter clarifies that there is no contradiction in describing thought, speech, and action as soul garments or as corresponding to Chabad, Zeir Anpin, and Malchut. Each garment reveals a different aspect of the soul, and they are unified with what they express.

... במה ששאלוהו, שלפעמים כתוב אשר מחדו"מ הם לבושי הנפש, ולפעמים שהם בדוגמת חב"ד חג"ת ונהי"ם או חב"ד ז"א ומלכות.

אין בזה סתירה, כי המחשבה היא לבוש השכל, דבור לבוש המדות (ז"א), ומעשה גילוי לבוש המלכות. או במלות אחרות, השכל מתגלה במחשבה, המדות (בעיקרם) בדבור, וכח הגילוי בנפש בעיקרו מתגלה במעשה והרי הלבוש והמלובש מתאחדים, וק"ל.

Regarding what you asked: sometimes it is written that thought, speech, and action are the garments of the soul, and sometimes that they correspond to Chabad, Chagat and Nehim or Chabad, Zeir Anpin (Z"A), and Malchut. There is no contradiction here. Thought is the garment of intellect; speech is the garment of the emotions (Z"A); and action is the revealed garment of Malchut. In other words: intellect is revealed in thought; emotions (primarily) in speech; and the power of revelation in the soul is mainly expressed in action. Thus, the garment and what it clothes become united. This should suffice.


Summary

The letter teaches that thought, speech, and action each serve as unique garments for different aspects of the soul—intellect, emotions, and revelation—yet ultimately unite with what they express.
