We acknowledge receipt of your letter from the 15th of Tammuz with its enclosure, and it is astonishing and most surprising that not a single word (regarding the content) of the farbrengen for the Festival of Liberation, Yud-Beis and Yud-Gimmel Tammuz, is mentioned. If the head administrator of the Tomchei Temimim Yeshivah for the entire country does not find it appropriate to mention such a thing, what will those beneath him in position and status do? This is clear. It is also surprising that after thirty-two years since the miracles and redemption, there is still need to raise such matters, even though seemingly there could be an excuse or rationale—what difference does it make to report it, as long as it was done. But we see clearly, as I have written to several of Anash, that knowing one must report to someone regarding activities increases enthusiasm in carrying out those activities. This is clear.

May it be G‑d's will that you share good news—good that is visible and revealed—and during these Bein HaMetzarim days may we merit speedily in our days that they be transformed to joy and gladness, and may the prophecy "an inheritance without boundaries" be fulfilled.

The Rebbe teaches that reporting on positive activities inspires greater enthusiasm in their fulfillment. Leaders must set an example by publicizing communal events like Yud-Beis–Yud-Gimmel Tammuz farbrengens, which strengthens collective commitment and brings blessing.
