Shalom u'Vrachah!
At an auspicious time, all those you write about will be mentioned at the holy resting place of my revered father-in-law, the Rebbe zatzal nbg"m zy"a—each one for what they need according to your letter's content.
Regarding what you write about your father's difficult financial situation: surely he has several acquaintances and friends where he lives; he should consult with them about what kind of livelihood is suitable in his current circumstances. Alongside this, he should do things that increase the success and blessing of Hashem. I mean the advice of our Sages: Melach mamon chaser ("Salt for wealth is lacking," i.e., give charity), to increase in giving tzedakah and to divide the amount into many installments. Auspicious times are every weekday before morning prayers. Also, every day—including Shabbos and Yom Tov—after morning prayers he should say at least one section from Tehillim; ideally following the monthly schedule as Tehillim is divided by days of the month. If possible in their location, it is proper that his mother (may she live) gives each day at least a piece of bread or other food to a poor person in need; this is a form of tzedakah where the benefit is immediate, thus Hashem's blessing comes quickly as our Sages say (Taanis 23b).
Regarding what you wrote about your father's ailment and medical treatment: he should consult with a specialist doctor in this field because in recent years it has been found that this treatment can affect the kidneys; therefore it is often replaced or changed.
Since you are bringing this request and drawing closer to the good path, on your part increase in Torah and mitzvos; through this there will be increased blessings from Hashem for what you need and fulfillment of your specific request.
With blessings for good news,
In the name of my revered teacher the Rebbe shlita,
Mazkir
P.S. It is proper to check the mezuzos in your father's house as well as their tefillin. You (the writer) should maintain saying Tehillim according to the monthly schedule every day after morning prayers.
Summary
The Rebbe teaches that practical steps—consulting friends for livelihood advice, increasing charity (especially daily), reciting Tehillim regularly, checking mezuzos and tefillin—together with trust in Hashem's blessing bring both material help and spiritual merit.
