לאחרי הפסק הכי ארוך נתקבל מכתבו מט"ו בטבת, ונעם לי לקרות בו אשר ממשיך הוא בלימודו בישיבה, ותקותי אשר מזמן לזמן מוסיף בזה וכהוראת תורתנו דמעלין בקדש.
ומלבד גודל הענין מצד עצמו, מובן שמתוסף גם כן בברכות השי"ת בהמצטרך לאדם ולמשפחתו כי הרי מדתו של הקב"ה מדה כנגד מדה אלא שכמה פעמים ככה.
במה שכותב שישנם חילוקים בין אחד לחבירו בענין השפעה על הזולת, מובן שכן הוא, אבל כאו"א יכול להשפיע על הזולת ועל הסביבה ובדוגמא צדקה גשמית שכאו"א מחויב בזה ואפילו עני שבישראל וכפסק דין תורתנו, כן הוא גם בצדקה רוחנית.
במה שמסיים במכתבו שנצבת השאלה אם לחדול מפעולה בחבר הפעילים התורני באמצע זמן הלימודים ולעשות בזה אך ורק בבין הזמנים.
מובן וגם פשוט שמופרכת סברא זו בהחלט הכי גדול, כי מוכרחות הפעולות להפצת היהדות והחזקתה להמשך כל ימות השנה, אבל מובן וגם פשוט שחילוק ישנו בסוגי העובדים במסגרת הנ"ל שישנן כאלו שיש לדרוש מהם עבודה ממושכה יותר ולעתים תכופות יותר וישנן כאלו שמכמה טעמים עבודתם רק בזמנים קבועים וישנם כאלו שרק בין הזמנים מהלימודים בסדרי הישיבה, והנ"ל תלוי בפרטים ופרטי פרטים, ואין ללמוד מאחד על חבירו, ולפי תיאור המצב העכשוי באה"ק ת"ו ביחוד מועטים ביותר וביותר אלו שיוכלו לצאת ידי חובתם בפעולות להפצת היהדות רק בבין הזמנים, כי שעת חירום הוא בהנוגע לאהבת ה' ולתורתו הידור בקיום המצות ולימוד תוה"ק כדבעי.
בטח עכ"פ מכאן ולהבא ישמור על שלשת השיעורים השוים לכל נפש מתקנת כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע בחומש תהלים ותניא הידועים.

After the longest pause, your letter from the 15th of Teves was received. I was pleased to read that you continue your studies in yeshivah, and I hope that from time to time you add to this—as our Torah instructs us to always ascend in holiness. Besides the greatness of this matter itself, it is understood that this also increases the blessings of the Holy One Blessed Be He in all that a person and his family need, for the measure of the Holy One Blessed Be He is measure for measure—only many times over.
Regarding what you write about differences between one person and another in influencing others: it is understood that this is so. But every individual can influence others and their environment—similar to material charity, where everyone is obligated—even a poor person among Israel, as ruled by our Torah; so too with spiritual charity.
As you conclude your letter with the question whether to cease activity in the Torah Activists' Group during study periods and only do so during vacation: it is clear and simple that such an idea is absolutely incorrect. The activities for spreading Judaism and strengthening it must continue throughout the entire year. However, it is also clear and simple that there are differences among those involved in this framework: some should be required to work longer and more frequently; some for various reasons only at set times; some only during breaks from yeshivah studies. This depends on many details—one cannot learn from one case for another. According to the current situation in Eretz HaKodesh especially, there are very few who can fulfill their obligation for spreading Judaism only during vacation periods—for it is an emergency regarding love of G‑d and His Torah, meticulous mitzvah observance, and proper Torah study.
Certainly from now on you will at least keep the three daily study portions established by my revered father-in-law, the Rebbe zatzal—Chumash, Tehillim, and Tanya—as is well known.

Summary
The Rebbe teaches that everyone has a role in influencing others spiritually and spreading Judaism throughout the year. Consistent Torah study brings blessings both personally and for one's family. Outreach should adapt to each person's abilities but never be neglected.
