...Regarding what you wrote about participation in public Torah study classes, it would be worthwhile—according to our Torah's ruling, there is a mitzvah to publicize those who perform mitzvos (Shulchan Aruch Yoreh Deah, siman 249, seif 13*)—to post on the wall a list of participants for each class. Besides strengthening the participants themselves, there is reason and hope that everyone will want to appear on at least one of the lists. Of course, such a thing should be done in consultation among themselves with the elders of the village at their head, and especially with the local rabbi. It is already explained in the discourse "Chalzu" (by the Rebbe Maharashab n"a) about the benefit of a decision made publicly; see there... With blessing for good news.
Summary
Publicly displaying participants' names in Torah classes encourages involvement and strengthens commitment. Such initiatives should be coordinated with community leaders and guided by halachic principles.
