I have explained many times that the statement 'ma'alin bakodesh ve'ein moridin' (we ascend in holiness and do not descend) is a ruling of our Sages and applies to all matters of holiness — all the more so to an institution connected with education, since the very essence of education is like planting and sowing, which by necessity must grow and develop. Regarding our matter: even though your institution is called a yeshiva, it appears that for now it is essentially a Talmud Torah and at most a small yeshiva. Even though in earlier years some members of your administration apparently thought that eventually it should become a full yeshiva, year after year this idea has faded away. Not only that, but new reasons are found again and again for why 'it cannot be done.' Since desire sways intellect, all sorts of reasons arise as to why it is impossible.

By Divine Providence you have received ready students from among Anash who came from overseas as well as potential students from among G‑d-fearing refugees who came to live in your country. Likewise, Hashem has provided you with suitable roshei yeshiva for these students — also without any effort on your part.

I told them calmly several times — this is the success of your institution; therefore you must seize the opportunity and as soon as possible do everything possible to transform your institution into a full yeshiva. And I hoped — having already seen many miracles above nature brought about through the arousal of my revered father-in-law, the Rebbe zatzal nishmaso Eden nasi Yisrael — that he will also arouse mercy for you so that you will see and understand the situation etc., and that this will be your happiness and success both for the institution and for the members of its administration and their families ...
