I acknowledge receipt of your letter from the 16th of Menachem Av and was pleased to read that you plan to visit additional countries in Africa which you did not visit during your previous trip. As we have discussed several times, it is absolutely necessary in all our institutions to fulfill the ruling of our Sages: Ma'alin b'Kodesh (one must always ascend in holiness), for the success of all matters depends on this. As the Previous Rebbe would say: In our times it is like someone climbing a very steep mountain—while one walking on level ground can stop for a while to rest, on a slope if one stands still it usually means retreating backward and slipping down further and further, G‑d forbid. Certainly you will look into the possibility of increasing the number of places you visit; this will surely bring benefit not only materially but also spiritually...

It is surely unnecessary to remind you about what we have discussed several times: in the places you visit, investigate whether there are synagogues or even individuals who possess books they do not need and which are not available here. Where necessary, tell them they can exchange them for books we have printed here—especially those suitable for everyone such as volumes of Sichos and so on—and certainly you will also work on this now. I rely on your understanding to judge each situation appropriately.
