My letter from before Rosh Hashanah surely arrived on time, and now I am writing regarding a new matter.

They are currently involved elsewhere in building a mikveh with rainwater and have asked whether there are any particular matters or details that our Anash are especially careful about or meticulous in observing. Since I know that you were among those involved in such matters in Rostov and certainly heard various points and instructions from the Rebbe (my father-in-law) of blessed memory, I would be very grateful if you would kindly write to me about this in as much detail as possible. It would be even better if you could include the reasoning for each point to ensure completeness, if it is known to you.

It is unnecessary to explain that my request also relates to instructions you received in other areas of Shulchan Aruch—Orach Chaim, Yoreh Deah, etc.—but it is especially urgent regarding the mikveh as mentioned above.
