א הערצליכן דאנק פאר אייער מיטהילף אונזערע שלוחים, א איד האט דאך אבער אלע מאל טענות. א) פאר וואס האט מען מורא געהאט דערמאנען אז זיי זיינען שלוחים פון מרכז? ב) ווי קומט דאס וואס בגשמיות דערלייגט דער מרכז צו שיקאגא מער ווי אין אלע שטעט און אין דעם פאל ווידער אזוי? פארוואס האב איך טענות צו אייך? דער טעם אויף דעם: דער שווער שליט"א האט מיר אמאל דערציילט אז לערנענדיג אין חדר אז אימיצער פלעגט עפעס אפטאן פלעגט דער מלמד באשטראפן דעם שווער שליט"א זאגענדיק דו ביזט ניט שולדיג און איך באשטראף דיך - היינט ווי דארף זיך שוין שרעקן דער שולדיגער אליין!

I apologize for not answering you until now regarding your letter. The reason was that, in addition to the usual concerns and preoccupations of the Merkaz, I was also preparing for the printing of the book "Kitzurim v'He'aros l'Sefer Likkutei Amarim," which I wanted to have completed no later than Chai Elul at least (I had to edit several manuscripts, etc.).
A copy as well as the kuntres for Chai Elul—which both need to be brought from the bindery—will be sent to you soon. Please confirm that you have received them.
The Rebbe Rayatz instructed me to write to you that in his opinion you should have seen Mr. Kishin and spoken with him, involving him actively in the Shver's shlita institutions and not wait any longer for preparations.
Heartfelt thanks for your help to our shluchim. A Jew always has complaints though: a) Why was there hesitation to mention that they are emissaries from Merkaz? b) How is it that materially Merkaz supports Chicago more than all other cities and yet this is still the case?
Why do I have complaints toward you? The reason: The Shver shlita once told me that when he learned in cheder and someone would do something wrong, the teacher would punish the Shver shlita saying: "You are not guilty but I am punishing you." Today it is already time that the guilty one should be afraid himself!
