שולחים אנו לו - בחבילה מיוחדת - טופס מכתב כ"ק מו"ח אדמו"ר שליט"א ליום הת"צ ולימים שלאחריו, ולמותר להעיר שימת לב כת"ר לגודל נחיצות פרסומו בין החוגים היותר רחבים במחנו ובכ"מ שמצודתו פרושה, הדבקה בכתלי ביהכ"נ וכה"ג.
גם לפני ר"ה העבר נשלח לכת"ר עניני דפוס שונים בהנוגע להתעוררות תשובה וכו' משיחות כ"ק מו"ח אד"ש, ולפלא שלא נתכבדנו במענה ממנו עד עתה, ואף לא אישר קבלתם.
והנה נר חנוכה ענינה להאיר בחוץ ובר"ה, ומבואר בתו"א סד"ה כי אתה נרי ד', שזהו, בפרט, העבודה בדורותינו דעקבתא דמשיחא.
ונפסק לדינא שאפילו אם הוא דר בעלי' (ראיתי בני עלי' והם מועטין, כי עבודתם לצורך גבוה ומעלה מעלה, כמ"ש סש"ב ספ"י) ואין להם פתח (לעניני עוה"ז) צריך להניח נ"ח עכ"פ בחלון המאיר לר"ה.

We are sending you—in a special package—a copy of the letter from the Frierdiker Rebbe shlita for Yom HaTzaddik Tzaddik (the day of tzt"z) and for the days following it. It is hardly necessary to point out how important it is to publicize this among the widest circles in our camp and everywhere your influence reaches, such as posting it on synagogue walls and similar places.
Even before last Rosh Hashanah, various printed materials regarding awakening to teshuvah from the talks of the Frierdiker Rebbe ad sheyichyeh were sent to you. It is surprising that we have not yet been honored with a response from you, nor even an acknowledgment of their receipt.
The Chanukah candle's purpose is to illuminate outside and into the public domain. Torah Or (see S'deh Ki Atah Neri Hashem) explains that this is especially the work in our generation, Ikvesa d'Meshicha (the footsteps of Mashiach). It is ruled in halachah that even if someone lives in an attic (as in "I have seen bnei aliyah and they are few," because their service is for a higher purpose above, as stated in Tanya at the end of chapter 10) and has no doorway (to worldly matters), he must still place his Chanukah light at least in a window that faces the public domain.

Summary
The Rebbe teaches that just as Chanukah lights must shine outward, so too must we spread Torah messages widely—even beyond our own circles—especially in our generation. Outreach and publicizing holiness are essential duties for every Jew.
