...נודעתי במקרה (אבל ידועה שיטת הבעש"ט שהכל בהשגחה פרטית) שמחלקת התרבות והחינוך באה"ק ת"ו קבלה מאות אלפים ספרים משלל הנאצים ימ"ש, וכבר נתקבלו ספרים אלו באה"ק ת"ו ועתה מחפשים הם אחרי שמות הבעלים. וכן בדעת משרד הדתות לחלק חלק מספרים הנ"ל - ובפרט אלו השייכים לדת - בין הישיבות והמוסדות שבאה"ק ת"ו. וכנראה שהידיעה אמיתית היא, כיון שמביאים בזה כמה פרטים. ולכן הצעתי שבהקדם היותר אפשרי, יעריכו בקשה ודרישה בשתים: א) אולי אפשר לברר אם ישנם שם מספרי' של כ"ק מו"ח אדמו"ר. ב) לדרוש שמספרים הנ"ל יתנו חלק מסויים וחשוב בשביל הישיבות שלנו באה"ק ת"ו כישיבת לוד ותו"א. ואולי אפשר ג"כ להוסיף את הישיבה בהכפר ות"א אם נותנים ג"כ לישיבות כאלו. מובן שבאם ימצאו שם ספרים מספרית כ"ק מו"ח אדמו"ר צריך לקבלם ולשלחם לכאן. ובנוגע לספרים בשביל הישיבות, הנה מלבד ענין הדבר מצד עצמו, מוכרח הוא שבכל ענינים כאלו, ידעו כל המוסדות והמשרדים שעליהם לתת חלק מסויים למוסדות ליובאוויטש אשר באה"ק ת"ו.
ה) נא ונא - בנוגע על להבא לא לסמוך ע"ז שיִוָדַע לי במקרה (ולו גם ע"י השגחה פרטית) על דבר ענינים כנ"ל, אלא שאחד מועד אגו"ח יתענין בנוגע ענינים כאלו והדומה (ובודאי צריכים באווארענען, שלא תהי' קדירה דבי שותפי). ויודיע לכאן בהקדם היותר אפשרי.
ו) ביקר אצלי הוו"ח אי"א וכו' מוה"ר ארי' ליב שי' געלמאן, וכפי דברו הנה בעוד ג'-ד' שבועות יהי' חזרה באה"ק ת"ו, ומהראוי הוא להכין לזמן ההוא תכנית פרטית מה שיש לדרוש ממנו בתור יו"ר מהקומיטה של קאארדינאציע באה"ק ת"ו, והוא בהמשך להתזכיר אשר הגישו לו לפני איזה זמן בדרישת מוסדותינו באה"ק ת"ו (שזה עשה עליו רושם טוב והודיע גם לכאן עד"ז, שחב"ד היו היחידים ששמעו מהם דברים מפורטים בנוגע לעבודה). דרשתי ממנו, בנוגע אל הפועל, שתיכף כשיתקבל הכסף לא יעכב את זה ויתנו לחב"ד את האפשריות להתחיל בפעולות ממשיות. כמובן לא הי' יכול לענות לי בהן ברור, כיון שסוכ"ס גם על המזרחי לקבל עזרה בזה, אבל אם ידרשו פעם שתים ושלש, ובפנימיות הנה גם הוא רצונו בזה, אפשר לסמוך על סיוע שלו בזה, ואז יש לקוות להקדם הקבלה וגם לקבל סכום יותר גדול. כמובן - הפועל בזה יהי' תלוי בזמן שילוח הכסף מכאן (כשיהי' פרטים בזה אודיעכם) אבל בכ"א כל ההכנות בזה, והיינו גם דחיקה (דרוק) על מר געלמאן, נכון לעשות במוקדם.
ז) נודעתי אשר הישיבות והת"ת באה"ק ת"ו יכולים לקבל עזר בשלשה אופנים: מועד הישיבות, משרד הדתות, ומשרד הסעד. ונא להודיעני הפרטים בזה, ע"ד כאו"א מהמוסדות אם מקבלים מהנ"ל וכמה מכאו"א, וכן אם אפשר בזה לעשות עוד מכאן...

Shalom u'Vrachah!
I have learned by chance (though it is known from the Baal Shem Tov's approach that everything is by Divine Providence) that the Department of Culture and Education in Eretz Yisrael has received hundreds of thousands of books from the spoils of the Nazis, may their name be erased. These books have already arrived in Eretz Yisrael and now they are searching for the names of their owners. The Ministry of Religion also plans to distribute some of these books—especially those related to religion—among the yeshivas and institutions in Eretz Yisrael. It seems this information is accurate, as several details are provided.
Therefore, I suggest that as soon as possible you submit a request and inquiry on two points: a) Whether it is possible to clarify if any of these books belonged to my revered father-in-law, the Previous Rebbe. b) To request that a significant portion of these books be allocated for our yeshivas in Eretz Yisrael, such as the Lod Yeshiva and Tomchei Temimim. Perhaps it is also possible to add the yeshiva in Kfar Chabad and Tel Aviv if such institutions are included. Clearly, if any books from the Previous Rebbe's library are found there, they should be received and sent here.
Regarding books for the yeshivas: besides the inherent importance of this matter, it is essential that all institutions and offices involved know that they must allocate a significant portion to Lubavitch institutions in Eretz Yisrael.
e) Please—regarding future matters like this—do not rely on my learning about them by chance (even if by Divine Providence). Rather, one member of Aguch should take an interest in such matters and similar ones (and certainly precautions should be taken so there will not be a "pot belonging to partners"). He should notify here as soon as possible.
f) The esteemed chassid Aryeh Leib Gelman visited me. According to him, in another three or four weeks he will return to Eretz Yisrael. It would be appropriate to prepare by then a detailed plan regarding what should be requested from him as chairman of the Coordination Committee in Eretz Yisrael. This follows up on the memorandum submitted to him some time ago regarding our institutions' requests (which made a good impression on him; he even notified here about it—that Chabad was unique in presenting detailed matters regarding its work). I asked him that when funds are received he should not delay but enable Chabad to begin actual activities. Of course he could not give me a definite answer since Mizrachi also needs assistance; but if requests are made once or twice or three times—and inwardly he also desires this—it is possible to rely on his help. Then we can hope for quicker receipt and perhaps a larger sum. Of course, actual results depend on when funds are sent from here (when I have details I will inform you), but regardless all preparations—including pressing Mr. Gelman—should be done promptly.
g) I have learned that yeshivas and Talmud Torahs in Eretz Yisrael can receive aid through three channels: Moetzet HaYeshivot, Ministry of Religion, and Ministry of Welfare. Please inform me with details about each institution—whether they receive from these sources and how much from each—and whether anything more can be done from here.
I await your response on all the above as well as my previous letters—the sooner the better—and thank you in advance.
