I did not find anything about him, but there is an author of a sefer called ברכת משה, named משה ויינארסקי. Also, I found that a משה וינרסקי is buried on הר הזתים. Additionally, in an article, I found that in the year תרצ"ו, he got engaged to the daughter of one of the leaders of the city of Kiev, ר' משה וינרסקי, where his wedding was held.
