The Alter Rebbe begins this chapter by referencing the words of the sages of the Mishnah, whom he calls עירין—the angels, and קדישין—the holy ones. He explains that their statements are not just human wisdom, but are considered as if they are decrees from above, carrying the weight of the angels and the holy. This is why he introduces their teaching with the phrase: בגזירת עירין פתגמא ומאמר קדישין—by the decree of the angels and the statement of the holy.

What is their teaching? The Mishnah in Avos says: עשרה שיושבין ועוסקין בתורה שכינה שרויה ביניהם—if ten people sit and occupy themselves with Torah, the Shekhinah dwells among them. The Alter Rebbe emphasizes that this is the entire purpose of a person—כי זה כל האדם—this is what man is all about. The ultimate goal is to bring the Shekhinah, the Divine Presence, down into this world, and this is achieved when ten Jews come together to learn Torah.

He is setting the stage for the rest of the chapter, which will focus on the unique power and holiness that is present when a minyan gathers to learn Torah, and how this is the fulfillment of man's purpose in the world.

ואף גם זאת היתה כל ירידתו בעוה"ז לצורך עליה זו - אשר אין עליה למעלה הימנה.

The Alter Rebbe continues by explaining that the entire descent of the soul into this world—ירידתו בעוה"ז—is for the sake of this elevation. In other words, the soul comes down from its lofty spiritual source into the physical world specifically in order to achieve this kind of ascent, this connection with the Shekhinah that is possible only here.

He stresses that there is no greater elevation than this—אשר אין עליה למעלה הימנה—there is nothing higher than the elevation that comes from bringing the Shekhinah into the world through the gathering of ten Jews learning Torah together. This is the ultimate purpose and the greatest spiritual achievement possible.

The Alter Rebbe now explains the greatness of this elevation. He says that the שכינת עוזו—the Divine Presence in all its strength and might—which is found in the highest of heights, in the heavens and the heaven of heavens, is so awesome that even those lofty realms cannot contain its awe. The heavens themselves cannot bear the intensity of the Shekhinah.

Yet, astonishingly, this very Shekhinah—this Divine Presence that the highest spiritual worlds cannot contain—תשכון ותתגדל בתוך בני ישראל—comes to dwell and is magnified among the Jewish people. As it is written, "כי אני ה' שוכן בתוך בנ"י"—"For I, Hashem, dwell among the children of Israel."

How does this happen? The Alter Rebbe explains that it is specifically ע"י עסק התורה והמצות בעשרה דוקא—through the occupation with Torah and mitzvos, specifically when done with a group of ten. He brings the teaching of our sages: אתיא תוך תוך—we derive from the word "toich" ("in the midst") that it refers to ten, as learned from the story of the spies, where "toich" means a group of ten.

Therefore, when there are ten Jews together, the Shekhinah comes down in a way that is not possible otherwise. This is why it says, "בקרבך קדוש"—"In your midst is holy" (Hoshea 11:9). The holiness, the level of קדושה, comes down specifically among ten. And this is the reason for the halachic principle: אין דבר שבקדושה בפחות מעשרה—no matter of holiness is done with fewer than ten. Ten is the minimum for the Shekhinah to rest in this special way.

The Alter Rebbe now addresses a question: If the Shekhinah only rests among ten, why did the sages need to derive from a verse that even one person who sits and learns Torah receives something special?

He explains that our sages needed to find a scriptural source for the idea that even an individual who learns Torah receives a reward. However, they could not find a verse that says the Shekhinah rests on an individual. The only thing they could derive from the verse is that the individual receives a reward לקביעת שכר בלבד ליחיד לפי ערכו—a fixed reward according to his own value, or according to the value of the many, depending on the number involved (one, three, five, etc.).

But when it comes to the actual השראת קדושת הקב"ה—the resting of the holiness of the Holy One, blessed be He—there is no comparison between the individual and the group. The level of holiness that comes down when ten learn together is of a completely different order than the reward given to an individual. The difference between the השראה—the resting of the Shekhinah—and קביעות שכר—the setting of reward—is understood by those who are knowledgeable in these matters.

In summary, the Alter Rebbe is teaching that while every Jew who learns Torah receives reward, the unique presence of the Shekhinah, the true holiness, is only found when ten Jews come together. This is why he encourages public Torah study and warns against treating such gatherings lightly, because of the immense holiness that is present.
