This lack of responsibility is not for the first time, etc.—therefore, there must be a clear and signed declaration, without conditions, from the one who will take upon himself the responsibility to go through and check all the material before it is sent here. As usual in such matters—it is not appropriate to appoint someone from here, nor will any agreement come from here.
Summary
The Rebbe teaches that one must personally ensure all materials are properly reviewed before sending them onward; this responsibility cannot be shifted or authorized by others.
