נעם לי להוודע על דבר התפתחות עבודת צא"ח בפּאַריז וסביבותי', ותקותי חזקה אשר לא יסתפקו בהמצב דעתה ויקויים בכל אחד מהם
מאמר חכמינו ז"ל
: מי שיש לו מנה רוצה מאתים, מאתים רוצה ארבע מאות.
ובפרט אשר בא לפועל קנין בית המרכזי של צא"ח בשעה טובה ומוצלחת.
התפתחות העבודה בהוה, על אחת כמה וכמה ההתפתחות בעתיד לפי תקותי האמורה, דורשת פעילות מלאה של כל אלה שזכו והצליחו לעבוד בזה עד עתה, ונוסף לזה צירוף אישים וכוחות חדשים המתאימים לזה. וגודל הזכות בודאי אינו צריך ביאור.
ב) כיון שההצלחה תלוי' ברצונו של אדם, וכמבואר בדא"ח

שהרצון שולט בכל כוחות הנפש, מתחיל מחב"ד,
כמאמר חכמינו ז"ל
לעולם ילמד אדם במקום שלבו חפץ, ורצונו של אדם חזק יותר כשמרגיש שזהו מעשה ידיו (בעזר השי"ת), צריכה להיות אוטונומי' במדה חשובה, ובנוגע בהוה; אוטונומי' בהפעולות הקשורות בביהכ"נ ברחוב ד'יוק. ובטוחני שלא רק שלא יהי' בזה גרעון, אלא אדרבה, אוטונומי' זו תעזור להתפתחות פעולות אלו וגם להתפתחות הפעולות בבית המרכזי של צא"ח, שיוכלו הפעילים בבית המרכזי להתרכז יותר בפעולות דבית זה.
ג) כיון שבראש פעולות סניף ד'יוק עמד עד עתה הוו"ח אי"א נו"נ פנחס גדלי' שי' הכהן (פּאַשטער) והצליח, בודאי שימשיך בזה גם מכאן ולהבא ואדרבה באופן דמוסיף והולך כנ"ל; וכנ"ל אם יודרש בפעולות אלו שיתוף פעולה מבית המרכזי והפעילים שם,
בודאי
שיעשו זה בעין יפה ובטוב לבב
ואיש
את אחיו יעזורו.
ד) בכדי להקל התרחבות הפעולות, הרי כמו שמזמן לזמן הלשכה המרכזית תומכת בתקציב הבית המרכזי, תעשה זה גם בנוגע לפעולות דסניף ד'יוק. והסכום והקביעות בזה והזמן – כפי ראות הנהלת הלשכה המרכזית.
ה) באם יהיו חילוקי דעות בין הנהלת הבית המרכזי והנהלת סניף ד'יוק, יביאו הדברים בפני הרה"ג והרה"ח וכו' מאנ"ש שי' אשר בצרפת, והם הרר"נ שי' נעמענוב, הרר"ה שי' פעווזנער והרר"י שי' גולדברג, שיחליטו בזה, כנהוג בישראל. מובן גם כן ששלשה הנ"ל ברשותם למסור ההחלטה בדבר לשנים מהם וכו', ובפרט אם אין כולם נוכחים בעיר בשעה הדרושה.
בברכת הצלחה ומתאים לדברי רבנו הזקן בס' תניא קדישא (פ' לב) אשר כאשר כולנו יחד הרי זה ממשיך ברכנו אבינו, ובפרט אשר זכות הרבים מסייעתם בהפצת המעיינות בתוככי הפצת היהדות בכלל, ובאופן דמוסיף והולך ואור,
ובברכה לבשורות טובות בכל האמור ולכתיבה וחתימה טובה לשנה טובה ומתוקה.

Shalom u'Vrachah!
I was pleased to hear about the development of Tzeirei Agudas Chabad's work in Paris and its surroundings. My strong hope is that you will not be satisfied with the current state and that in each one of them will be fulfilled our Sages' saying: "One who has one hundred desires two hundred; one who has two hundred desires four hundred." Especially since the acquisition of the central house of Tzeirei Agudas Chabad has been successfully completed.
The current growth of the work—and all the more so its future development as I hope—requires full activity from all those who have merited and succeeded in this work until now. In addition, new individuals and suitable talents should be brought in. The greatness of this merit certainly needs no explanation.
b) Since success depends on a person's will—as explained at length in Derech Avodas Hashem that willpower rules over all soul faculties, beginning with Chabad—as our Sages said: "A person should always study where his heart desires," and a person's will is stronger when he feels it is his own handiwork (with G‑d's help), there should be a significant degree of autonomy now; specifically regarding activities connected to the synagogue on D'Yuk Street. I am confident that not only will this not cause any lack, but on the contrary, this autonomy will help develop these activities as well as those at the central house of Tzeirei Agudas Chabad—allowing those active at the central house to focus more on its activities.
c) Since until now the head of activities at the D'Yuk branch was vavac"h iy"a nu"n Pinchas Gedalya HaKohen (Pashter) and he succeeded, he will certainly continue from here on—and even increase as above; likewise, if cooperation from the central house or its activists is needed for these activities, they will surely do so generously and wholeheartedly—each helping his fellow.
d) To facilitate expansion of activities: just as from time to time the central office supports the budget of the central house, so too it should do regarding activities at the D'Yuk branch. The amount, frequency, and timing are to be determined by the management of the central office.
e) If disagreements arise between managements of the central house and D'Yuk branch, matters should be brought before Haraha"g and Haraha"ch etc. from Anash in France—namely Harav Nemanov, Harav Pewzner, and Harav Goldberg—who shall decide as is customary among Israel. It is also understood that these three may delegate a decision to two among them if not all are present when needed.
With blessings for success—and fitting with what our Alter Rebbe writes in Tanya (chapter 32): when we are all together this draws down "Bless us our Father," especially since merit for many helps them in spreading the wellsprings within spreading Judaism generally—in an ever-increasing manner and light. With blessings for good news regarding all mentioned above—and for a good inscription and sealing for a good sweet year.
Summary
The Rebbe teaches that growth requires both autonomy and collaboration among community branches. By empowering local leadership while maintaining unity and mutual support, greater success can be achieved in spreading Torah values.
