Surely—correct—that all is peace and blessing! Everything is in the hands of Heaven, etc., as is often seen. But "they said and they said" (Sifrei L'Re'eh 15:18)—one should not sit idle in all that one does.
And since a person is close to himself—one should consult a knowledgeable person in this matter, and most importantly—act in practice according to his advice. I will mention for a blessing at an auspicious time for success and strength.
It would be worthwhile that during his stay in Hamburg he visit the community and arouse the activists there regarding education—with great fanfare, etc.—and generally about matters of Judaism (according to what I have heard—there is money there but not proper activity, perhaps even less than that). And who knows—perhaps this is the true intent of Divine Providence—and "from Hashem are a man's steps established." I will mention for a blessing as above.
Summary
The Rebbe teaches that while everything comes from Heaven, we must take initiative and seek wise counsel. By actively engaging with others and promoting Jewish education, we may fulfill our unique role in Divine Providence.
