וההתחלה בפועל – על ידי הכנסה לקרן הגמ"ח סכום של שבעת אלפים שקל (דולר).

חכמינו ז"ל בין לעניים ובין לעשירים, יהי רצון מהשי"ת אשר בנידון זה יהי' הגמ"ח לעשירים אלא שזקוקים לגמ"ח באותה שעה, ותביא הוספת עוד מוסד ק' בנחלת הר חב"ד להוספה בכל עניני הנחלה הגשמיים והרוחניים גם יחד, כולל כמובן ועיקר, אשר בקרוב ממש ובעגלא דידן יתראו עם קרוביהם וידידיהם וכל
אשר בשם ישראל יכונה
במדינה האמורה והדומות לה – שליט"א –

To the residents of Nachalas Har Chabad in our holy land, may it be built and established speedily upon them, may they live.
Shalom u'Vrachah!
In addition to what was said at the farbrengen during these days of redemption, when many of our Jewish brethren gathered—words spoken in such an assembly have special strength, as "in a group of ten the Shechinah rests," and all the more so before many tens from among my children—in order to bring this matter into actual practice (for action is paramount and elevated), especially an action that is truly good—good for Heaven and good for people together—it occurred to me (with their agreement, which I am sure will be with joy and gladness of heart) to establish in Nachalas Har Chabad a Gemach fund for our brethren who have come from there, from their country of birth—as did my revered father-in-law, the Rebbe, leader of Israel—whose birthday and day of redemption these days are. The practical beginning: by depositing into this Gemach fund a sum of seven thousand shekels (dollars).
Since a Gemach serves both the poor and the wealthy—as our Sages taught—may it be G‑d's will that in this case it serve those who are wealthy but temporarily need a Gemach. May adding another sacred institution in Nachalas Har Chabad increase all matters—material and spiritual—of the community together. Of course—and most importantly—that very soon and speedily we will see reunions with their relatives and friends and all who are called by the name Israel in that country and similar ones—may they live—reunions with joy and gladness of heart; may this reunion be an immediate prelude to fulfilling the prophecy: "Eye to eye they will see when Hashem returns to Zion," and "Hashem has bared His holy arm before all nations; all ends of the earth shall see the salvation of our G‑d."
With blessings for success in all mentioned above—including all matters concerning Nachalas Har Chabad—and for good tidings always.

It is obvious that what was said above does not diminish at all from the importance or activity of the existing Gemach (in Chabad etc.), but only adds to it and increases it.
P.S. To firmly establish this practical action as mentioned above, certainly those listed below will accept upon themselves (at least for now) to serve as directors of the Gemach fund: Haraha"ch vavac"h iy"a nu"n involved with tzt"z Har R' Dovber Rikman, Har R' Yehuda Batraschwili, Har R' Naftali Kravitzky. This letter was sent urgently by express mail; surely they will confirm it likewise quickly.
Summary
The Rebbe teaches that establishing communal support institutions like a Gemach strengthens both material needs and spiritual unity. Practical action done with joy brings blessing to individuals and communities alike.
