כבוד המשתתפים בהקפות שמחת-תורה בירושלים עיר קדשנו תובב"א ע"י משיח צדקנו, בתוככי כל אחינו בני ישראל השמחים בשמחת תורה בכל מקום שהם – שליט"א.
בשעה ששמחה הכפולה, שמחת ישראל בתורה ושמחת התורה בישראל, מקפת ומאחדת את כל עמנו, הקרובים והרחוקים גם יחד, תוקף ותוכן מיוחדים לשמחה זו בירושלים השלימה,
שהודיעונו
חכמינו ז"ל שלא נתחלקה לשבטים, כי היא נחלת עולם של כל ישראל, שניתנה לו מאלקי עולם, ככתוב בתורתו.
ויהי רצון שתתאים ירושלים

– שממנה תצא תורת השם ודבר השם,
וראו
כל עמי הארץ כי שם השם נקרא עלי' ועל עמינו

אחד בארץ,
ובקרוב ממש נזכה ונראה בגאולה האמתית והשלימה כדבר השם: הנני

Shalom u'Vrachah! We hereby acknowledge receipt of your letter from the sixth of Elul, and here is the text of the telegram that the honored Admor shlita agreed to send you today:
To the esteemed participants in Hakafot of Simchat Torah in Jerusalem, our holy city—may it be rebuilt and established by Mashiach Tzidkeinu—among all our brothers, the Jewish people who rejoice in Simchat Torah wherever they are—shlita.
At this time when double joy—the joy of Israel in the Torah and the joy of the Torah in Israel—encompasses and unites our entire nation, both near and far, there is a special strength and content to this joy in complete Jerusalem. Our Sages z"l have told us that it was not divided among the tribes because it is an eternal inheritance for all Israel, given to them by the G‑d of eternity, as written in His Torah.
May it be His will that Jerusalem fulfills its destiny—that from her shall go forth the Torah of Hashem and the word of Hashem; and all nations of the earth will see that Hashem's Name is called upon her and upon our people—a single nation on earth. And very soon we will merit to see with our own eyes the true and complete redemption as per Hashem's word: "Behold I will bring them from the land of the north and gather them from the ends of the earth; a great congregation shall return here. They will come and sing on Mount Zion."
The one who participates in your joy—our joy—and concludes with a prayer for a year of joy and Torah, for a year when this promise will be fulfilled: "You shall dwell securely in your land with none to frighten you; you shall be My people and I will lead you upright."
