מתברכין כולי יומי, והרי הוא היא"צ של הרה"ג והרה"ח וכו' נ"ע –
את זכרו על ידי יסוד אוסף ספרים בנגלה וחסידות על יד ישיבת תורת אמת – מיסודם של רבותינו נשיאינו – בירושלים עיה"ק תובב"א.
ויהי רצון אשר יצליח אוסף ספרים זה במטרתו ותכליתו, וכלשון בעל היא"צ
בהסכמתו לספר לקו"ת
לרבנו הזקן – הני ספרי דבי רב יאירו ענפי הקדושה הרואה אומר ברקאי כו' להלהיב הלבבות (של כל הלומדים ועוסקים בהם) ולקרב לבן של ישראל לאביהם שבשמים.
ובסגנון ההמשך בהסכמה האמורה: בואו ונחזיק טובה לצאצאיו (של בעל היא"צ) אשר בודאי ירחיבו אוצר ספרים זה ככל הדרוש, הן בכמות והן באיכות וזכות הרבים תלוי בהם, כל הלומדים בספרים אלו ועוסקים בדבריהם להגדיל תורה, תורת אמת, ולהאדירה, עדי נזכה

With pleasure I received your letter in which you inform that a good idea has arisen in the hearts of the descendants of Haraha"g and Haraha"ch vavac"h iy"a nu"n etc., Moreinu HaRav Baruch Mordechai zatzal from Bobroisk, one of the great students of our master the Alter Rebbe, to establish—in the week of Parshas Ki Savo el HaAretz asher Hashem Elokecha noten lecha nachalah... vehalachta el hamakom asher yivchar Hashem Elokecha (when you come to the land that Hashem your G‑d gives you as an inheritance... and you shall go to the place that Hashem your G‑d will choose)—and once they came to Jerusalem it became an inheritance, an eternal inheritance. And Rabbi Shimon bar Yochai said: both this and this—menuchah (rest) and nachalah (inheritance)—refer to Jerusalem.
The beginning is on the preceding holy Shabbos, from which all days are blessed. Thus it is a memorial for Haraha"g and Haraha"ch etc., zatzal—his memory—by founding a collection of books in Nigleh and Chassidus at Yeshivas Toras Emes—founded by our Rebbeim Nesi'im—in Jerusalem, may it be rebuilt and established.
May it be G‑d's will that this book collection succeed in its purpose and goal. As stated by the author (of She'erit Yosef) in his approbation to Likkutei Torah by our master the Alter Rebbe: "These books from Beit Rav will illuminate branches of holiness; one who sees says 'Barkai' (light has dawned), etc., to ignite hearts (of all who study and engage with them) and bring close the hearts of Israel to their Father in Heaven."
And in the style of the continuation in that approbation: "Let us express gratitude to his descendants (of the author) who will surely expand this book treasury as needed, both quantitatively and qualitatively; the merit of the many depends on them—all who study these books and engage with their teachings—to increase Torah, Toras Emes, and glorify it until we merit fulfillment of the prophecy: knowledge, wisdom, and truth will increase as it is said 'for the earth will be filled with knowledge of Hashem,' with the coming of that king from David's seed who will teach all people and instruct them in Hashem's way."
With blessings for success in establishing this book hall as mentioned and its expansion; with blessings for being inscribed and sealed for good to all participants in this founding celebration and on the preceding Shabbos; for strengthening this project and its expansion; may we hear good tidings soon.
Summary
The Rebbe encourages establishing Torah libraries as a means to spread Torah learning and Chassidus. He blesses those involved with success, urging them to expand both quality and quantity so that knowledge fills the world leading up to redemption.
