שלום וברכה!
הנני לאשר בתודה קבלת מכתבו מיום ה' תשרי. ואף שאין הזמן גרמא ערב ימי החג להאריך במכתבים, בכל זה אין רצוני לאחר המענה עד לאחרי החג. ובפרט אשר בהנוגע לענין עצמו האריכות לדכוותי' בודאי למותר.
ורק אדגיש עוד הפעם הנקודה בה נגענו בשיחתנו, והיא, שאם הי' כל אחד מאתנו, בתוככי כלל ישראל, ניגש להבעיות העומדות על סדר היום מתוך חשבון מצומצם ומתוך דיוק מהו האפשרי ומה ביכולת וכו', יש מקום לומר שארץ ישראל עדין היתה נמצאת תחת המאנדאט וכיו"ב, וכותב המכתב ומקבל המכתב - באיזו פינה נדחת באירופה או עוד יותר גרוע מזה ר"ל.
ברם, כמו שמתארים פעולות כ' בהסתדרות המורים באה"ק ת"ו, אין הוא מדייק כלל שלא לצאת "ח"ו" ממסגרת המזכירות, כי אם מתחשב עם הדרוש ולא כל כך עם האפשרי על פי חשבון מאטימאטי.
ולכתבו על דבר תפקידו המצומצם של יושב ראש ההסתדרות העולמית, בודאי לא אחדש דבר באם אביע דעתי אשר אילו היתה מתפרסמת פני' של מר, ודוקא בתור יו"ר ההסתדרות העולמית, לכל עסקני החינוך ולהמורים בראשם, אשר באה העת להודות על המציאות המרה בנוגע לאכזבות החינוך וכו' (אודותם כותב במכתבו), וביחד עם זה ההכרח להכריז על האמונה בא-ל חי המשגיח על עולמנו ומצווה על המוסר והצדק והיושר וכו' ולעשות זה באומץ לב ובפה מלא, ועל פי סגנון השלחן ערוך בתחילתו לא ליבוש מפני המלעיגים - הרי הי' בזה לא רק רושם מעין פצצה אטומית בחוגים הכי רחבים, אלא שבודאי היו לזה גם תוצאות חיוביות מרחיקות לכת. ובסגנון הכתוב - ומי יודע אם לעת כזאת הגעת למלכות.
הוטבע ברצון כל אדם לעשות משהו יוצא מן הכלל, וככל ענין שבטבע בודאי שיש לנצל גם כוח זה באופן חיובי וקונסטרוקטיבי. ואף על פי שאיני בקי בפעולות והתנהגות יושבי ראש ההסתדרות העולמית שקדמוהו, אבל פני' מעין האמורה היא דבר בעתו, שלא היתה הזדמנות יפה יותר ושעה מוכשרת יותר מאשר בדורנו זה רב האכזבות ויחד עם זה רב הצמאון לאמת, אלא שחלקים גדולים מבני דורנו אינם יודעים איפה לחפש האמת ועד שעומדים על סף היאוש בזה.
ומיוסד על הרושמים שלי מפגישותי עם באי כח חוגים שונים ומשונים, השערתי קרובה לודאי אצלי שתהי' הפתעה הכי גדולה ונעימה מההד אשר תמצא פני' האמורה, באם תתבטא בודאות ו"בקול גדול ולא יסף". והלואי שינצל כ' הזדמנות יחידה ומיוחדה זו.

לכתבו אודות מורי בתי ספר חב"ד והצטרפותם להסתדרות המורים, הנה ההוראה היחידה שקבלו ממני בנוגע פעולותיהם הוא אך ורק להזהר מכל ענין מפלגתי, ולא להכנס לארגונים אשר אופי מפלגתי להם.
אינני בקי כל כך באופי ההסתדרות אודותה כותב, אבל באם חשש הנ"ל לא שייך לה, הרי גם הוראה האמורה אינה חלה עלי'. לאידך גיסא, באם כן יש לה אופי מפלגתי, תקותי אשר גם כ', למרות היותו נוגע בדבר, אינו רוצה להטות הנהגת אנשי חב"ד בתור אנשי חב"ד מהדרך בה הולכים זה מאתים שנה, ואשר היא מהגורמים הכי חשובים להצלחת פעולותיהם בכמה וכמה שטחים וביחוד בשטח החינוך.

I hereby acknowledge with thanks the receipt of your letter from the 5th of Tishrei. Although this is a busy time before the holidays and not conducive to lengthy correspondence, I do not wish to delay my response until after the holiday. Especially regarding the matter itself, lengthy elaboration for you is certainly unnecessary.
I will only emphasize once again the point we touched upon in our conversation: If each of us within Klal Yisrael approached the pressing issues of the day with a narrow calculation—focusing only on what is possible or feasible—then it could be said that Eretz Yisrael would still be under mandate rule or similar situations, and both you and I would be somewhere in a remote corner of Europe or even worse, G‑d forbid.
However, as you describe your activities in the Teachers' Union in Eretz HaKodesh, you do not strictly avoid stepping "G‑d forbid" outside the secretariat's framework; rather, you consider what is needed more than what is mathematically possible. Regarding your comment about the limited role of the chairman of the World Union: I am surely not saying anything new by expressing my opinion that if you were to publish an open letter—specifically as chairman—to all educational activists and especially teachers, declaring that it is time to acknowledge the bitter reality regarding educational disappointments (as you wrote), while at the same time proclaiming faith in the living G‑d who oversees our world and commands morality, justice, honesty, etc., doing so with courage and openly—and following Shulchan Aruch's guidance at its beginning not to be embarrassed before mockers—this would have an effect akin to an atomic bomb in even the broadest circles. Certainly it would also have far-reaching positive results.
In the language of Scripture: "And who knows if for such a time as this you have attained royalty." It is ingrained in every person to want to do something extraordinary; like any natural tendency, this too should be used positively and constructively.
Although I am not familiar with how previous chairmen of the World Union acted or behaved, such an initiative as described above is timely; there has never been a better opportunity than our generation—a generation full of disappointments but also great thirst for truth. Large segments of our generation simply do not know where to look for truth and are on the verge of despair.
Based on my impressions from meetings with representatives from various circles, I am almost certain there would be a most pleasant surprise at how such an initiative would resonate—if expressed confidently and "in a loud voice that does not cease." May you merit to utilize this unique opportunity.

Regarding your question about Chabad schoolteachers joining the Teachers' Union: The only instruction they received from me regarding their activities was solely to avoid any partisan matters and not join organizations with a partisan character. I am not sufficiently familiar with the nature of this union about which you write; but if there is no concern as mentioned above regarding partisanship, then my instruction does not apply here. On the other hand, if it does have a partisan character, I hope that even though you are personally involved in this matter, you do not wish to divert Chabad members—as Chabad members—from their path followed for two hundred years—a path which has been among the most important factors for success in many areas, especially education.
Summary
The Rebbe teaches that true leadership requires faith-driven courage rather than narrow calculations. By publicly affirming belief in G‑d and moral values—even when difficult—one can inspire transformative change while remaining steadfast in Chabad principles.
