Shalom u'Vrachah!
I was pleased to receive your letter informing me that you have been appointed to serve in holiness, as rabbi upholding purity in the synagogue, Mikdash Me'at, at 15 Radzie Street in the ninth district of Paris.
May it be G‑d's will that this appointment be at a good and successful time. As is known regarding the precise meaning of 'success,' it is even beyond what is anticipated—that there should be an increase in all matters of the synagogue, both in prayer and in public and private Torah study. As our Sages expound on the verse: 'Hashem loves the gates of Zion more than all the dwellings of Yaakov,' referring to gates distinguished by halachah (Berachot 8a).
This is especially so according to what I recall from years when I lived in Paris and would regularly pray at this very synagogue—which is particularly suited as a Mikdash Me'at for fostering both prayer and Torah study, fitting its name: a Mikdash Me'at, a house of the King, King of the universe (Megillah 27a; see there).
May it be G‑d's will that all the above be founded upon and permeated with love and awe of Hashem, which are the root and foundation for all these matters—as hinted at in Rambam Hilchot Yesodei HaTorah beginning of chapter [2], and explained further in Sefer Tanya Kadisha beginning of chapter 4.
We are now during weeks when we read in the Torah about fulfilling the commandment: 'And they shall make Me a sanctuary and I will dwell among them.' It does not say 'within it,' but 'among them'—within each individual Jew (see on this Maamar "HaYoshevet BaGanim," 5708).
Blessings for success in all the above matters and regards to those who pray there—the members and gabbaim at their head—of the synagogue and its surroundings—may they live long.
Summary
The Rebbe highlights that true rabbinic leadership means fostering growth in both Torah study and prayer within a community. He teaches that such efforts must be rooted in love and awe of Hashem, making every synagogue a true Mikdash Me'at—a sanctuary within each Jew.
