Shalom u'Vrachah!
I hereby acknowledge receipt of your letter from the 25th of Tammuz with its enclosure. Regarding your question about publicizing all-day learning—since there are those who oppose it and fear harm, it is understood that at least initially, it is not advisable to publicize it. Over time, you will see whether or not to begin publicizing.
As for your statement that the possibility of such learning should be negated by someone else—even according to what you wrote, it is questionable whether publicity would hinder them or the opposite. Especially since the lack of publicity does not mean that this matter does not exist in the Chabad yeshivah; rather, it just means that money is not being spent on its publicity. Therefore, there is no basis for a claim against them that someone else preceded them.
Regarding your second question about general studies where there are two schools—as you describe the situation, it is worthwhile to connect with the school that does not consider itself so exclusive. In addition to avoiding wasting time and so on, many matters can be accomplished more easily with them—some of which may even be essential—unlike the first school which you write considers itself exclusive. The difference in reputation between the two schools will certainly not influence parents who want their children to study there, as they are already giving up several things for this purpose.
I was pleased by what you wrote about the change in attitude of... Certainly this is a clear lesson and proof that with an appropriate approach one can influence many who have not yet drawn close enough to Chabad institutions in their area—as long as this is done pleasantly and with effort.
May it be G‑d's will that soon all matters of concealment and confusion will be nullified, and these days will soon be transformed into joy and gladness. Speedily in our days may we merit fulfillment of the promise (that from these constraints we will come) to an inheritance without boundaries.
Summary
The Rebbe advises caution in publicizing full-day learning when facing opposition and recommends working with more cooperative schools for general studies. He emphasizes gentle outreach as an effective way to draw others closer to Chabad institutions.
