זה עתה נתקבל מכתבו מט"ז שבט. ויה"ר מהשי"ת אשר יקבל את כל הרשיונות והניירות הנחוצים לנסיעתו, והנסיעה תהי' בעתה ובזמנה בשעה טובה ומוצלחת ובקל.
ובטח למותר להעירו, אשר טרם נסעו יבקר בכל המוסדות דחב"ד באה"ק ת"ו. ומה טוב שמיום צאתו להנסיעה הנה, בלי נדר יפריש בכל יום מימות החול פרוטה לצדקה וכן יוסיף קאפיטל אחד של תהלים על השיעור היומי. והשי"ת יצליחו בכל.

Just now your letter from the 16th of Shevat was received. May it be the will of Hashem that you receive all the necessary permits and papers for your journey, and that the trip will take place at its proper time, in a good and successful hour, and with ease.
Certainly, it is unnecessary to point out that before you travel, you should visit all the Chabad institutions in Eretz Yisrael, may it be rebuilt and established.
It would be good that from the day you set out on your journey here, without making a vow, you set aside a coin for charity every weekday, and also add one chapter of Tehillim to your daily portion. May Hashem grant you success in everything.
