Shalom u'Vrachah!
I hereby acknowledge receipt of your letter from the 19th of Adar. May it be G‑d's will that you share good news—the true good as our Sages teach: 'Good to Heaven and good to people and good that produces fruit' (Kiddushin 40a)—and with true joy, joy of Torah and its mitzvos, as stated by the great teacher, the Rambam in his Yad HaChazakah at the end of Hilchos Lulav; see there.
And from redemption to redemption—the days of Purim to the days of the festival of Pesach, the time of our freedom soon—and from a redemption in which "we are still slaves to Achashverosh," to the true and complete redemption through Moshiach Tzidkeinu speedily in our days.
The ruling from tzt"z is found in Sefer Shaarei Deah, siman 61. The tzt"z is also mentioned there in siman 62 (Orach Chaim), go see. This indicates that the source for Rambam's words (Hilchos Issurei Bi'ah ch.15) that a ben haNiddah is blemished is from Maseches Kallah; similarly in Biur HaGra on Shulchan Aruch Even HaEzer sec.4 par.13—but this requires further study on my part—for on the contrary, it seems from there an argument to refute this, since it was fulfilled specifically according to Rabbi Akiva who was both a mamzer and a ben haNiddah, and they said Rabbi Akiva was great because he refuted those who disagreed with this.
With honor and blessing for good news.
Summary
The Rebbe addresses halachic sources regarding ben haNiddah and tzt"z, encourages sharing true good news with joy rooted in Torah and mitzvos, and connects Purim to Pesach as a journey toward ultimate redemption through Moshiach.
