Shalom u'Vrachah!
After a long pause, your letter from the 10th of Adar was received. I was pleased to read at the end of your letter that you will strive to publicly and broadly disseminate the teachings of Chassidus, especially Chabad Chassidus. If so, this also relates to these days—your letter was written in the days before Purim and received shortly after Purim—when all matters and miracles involved wine. From this comes the instruction to become intoxicated with wine (Rashi Megillah 7b and Shulchan Aruch). Spiritually, this alludes to the secrets of Torah: nichnas yayin yatza sod ("When wine enters, secrets emerge"). This is explained at length in Likkutei Torah by our master the Alter Rebbe, author of Tanya and Shulchan Aruch, Shir HaShirim 26c and onward. May it be G‑d's will that you act in a manner of continually increasing.
With blessings for good news in the above and generally regarding spreading the wellsprings outward with joy—especially according to our Sages' instruction to increase in joy.
Summary
The Rebbe connects spreading Chassidus with revealing deeper Torah secrets—symbolized by wine—and urges continual growth and increased joy as taught by our Sages during this season.
