פארשטענדליך, אז צום ערשטען מוז מען זעהן, ווי קומט דאס אויס על פי שולחן ערוך, און דאס איז דאך א קלארער דייטליכער דין, אז אין משנים מצדקה לצדקה, און בפרט אז עס רעט זיך וועגען צדקה וואס מ'האט גענומען בא אנדערע, וועלכע האבען דאס געגעבען פאר א ספעציעלע צדקה, איז די ענדערונג וואס ווערט געמאכט, ניט דורך דעם געבער, איז דאך אין דעם ניט נאר די זאך וואס אין משנים מצדקה לצדקה, נאר דאס איז פשוט, א ענין פון גזל ר"ל.
פון דער אנדער זייט, וויבאלד דער מוסד הק' איז העכסט וויכטיג פאר דער שטאט און אומגעבונג, און מ'איז דאך משתדל און מ'טוט פאר דעם מיט א איבערגעגעבנהייט, חום ואור והתלהבות, איז דאך קלאהר געוויס, אז ס'איז פראן אין דעם סיוע והצלחה מלמעלה, אז ניט נאר זאל דער מוסד הק' אנהאלטען זיין איצטיקען צושטאנד, נאר זאל אויך מער און מער ענטוויקעלט ווערען, ווי דער אנזאג פון תורתנו הק' מעלין בקדש.
ויהי רצון, אז דער ביישפיל און ארבעט פון די עסקנים אין דאס אויבען געזאגטע, זאל צוגעבען אין די ברכות פון השם יתברך, אין דעם וואס זיי נויטיגען זיך מיט זייערע פאמיליעס שליט"א און אויך דאס איז א עיקר אז דאס זאל בעאיינפלוסען פילע פון אחינו בני ישראל אין אייער אומגעבונג אז אויך זיי זאלען טאן אזוי, צו העלפען דעם מוסד הק' צו באפעסטיגען עם און אויסברייטערן, און וי געזאגט באופן דמוסיף והולך מוסיף ואור.

In response to your letter from Friday, in which you write about the collected money for tzedakah at Machaneh HaTahar and regarding the situation of the holy institution at Machaneh HaTahar, with a suggestion that from there instructions should be given on how to distribute the funds: It is understood that first one must see how this aligns with Shulchan Aruch. This is a clear and explicit law that one does not change tzedakah from one purpose to another. Especially since this concerns tzedakah collected from others who gave it for a specific cause, any change made not by the donor is not only a case of changing tzedakah but is simply an issue of theft, G‑d forbid.
On the other hand, since the holy institution is extremely important for the city and its surroundings, and efforts are being made with dedication, warmth, light, and enthusiasm for it, it is absolutely certain that there is help and success from Above. Not only should the institution maintain its current state but it should also develop more and more, as our holy Torah instructs: "Ma'alin bakodesh" (we ascend in holiness).
May it be His will that the example and work of those involved in all of the above should add to the blessings of Hashem Yisborach in what they need with their families—this too is essential—that this should influence many of our fellow Jews in your area so that they too will act similarly: to help strengthen and expand the holy institution. And as said, in a manner of "mosif v'holech mosif v'or" (increasing and adding light).

The above regarding not changing tzedakah allocations applies—as explained by poskim—to past funds. However, you can discuss together—those responsible on both sides—that future collections can be divided into designated portions in exchange for support being given, etc.
