... בהנוגע להסברא לנסוע לאה"ק ת"ו ע"ה להשתקע שלו או עכ"פ של זוגתו תחי'. - [וכמדומה שנדבר ע"ד הבא להלן ג"כ בעת פגישתנו, והוא ש]המצב עתה בארצוה"ב וביחוד בתוככי הנוער והצעירים, שנרגשת התעוררות לעניני יהדות התורה והמצוה, אלא שחסרים המדריכים ואלו שיעוררום ויעודדום בזה ויראום הדרך, שמזה מובן וגם פשוט, שכל מי שהשגחה עליונה חוננה אותו בכשרונות לפעול בכיוון האמור, מחובתו הכי קדושה ומזכותו לעבוד בזה במרץ הדרוש, והרי ראה בפועל הצלחתו בשטח האמור שבטח גם להבא יצליח בפעולתו בזה, ובפרט כשיעשה בזה בהוספת תוקף בערך לעשיותיו בעבר, ומבלי לחשוש כלל וכלל שזהו בגדר תפסת מרובה [שלצערי החשש האמור הבלתי מוצדק מונע ומעכב מלפעול ולעשות].
מהכתוב מובנת השקפתי, שלא רק שמושללת סברא להעתקתם לאה"ק ת"ו בהנוגע לכת"ר שי', אלא שגם בהנוגע לזוגתו תחי' אין כדאי ואין ראוי כלל וכלל, ולא רק מפני שבודאי יפריע זה לעבודת כת"ר בשטח האמור, אלא שגם תמנע עי"ז השפעת זוגתו תחי' במקום שידה מגעת, והרי הוראת תורתנו תורת חיים עניי עירך קודם, ז.א. הפצת היהדות המסורתית בעירך [אף שכמובן גם באה"ק ת"ו יש אפשרית לפעול]. ועוד להוסיף ועיקר, שהשקפתי בהאמור, ז.א. שימשיכו גם שניהם פעולותיהם כאן דוקא מיוסדה ומבוססת על השקפת והוראת כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע במקרים דומים, ואפילו כאלו שהיתה הפעולה פחות חשובה מפעולת כת"ר.
ובהזדמנות זו, והרי הכל בהשגחה פרטית, עלי לעוררו ובטח יסלח לי על זה, ובא בהמשך להנ"ל שתקותי חזקה שיוסיף בדרישות לחזק הנהגה ביראת שמים בישראל הצעיר ולהוספה בזה, וכמו שנוכחתי בפגישתי עם המנהלים של סניפים שונים וגם המרכז, ששעת הכושר עתה לעוררם בהאמור ולא רק שיתקבלו הדבורים אלא שעוד יודו וישבחו על שמעוררים אותם בהאמור.

Regarding the idea of traveling to Eretz HaKodesh (may it be rebuilt and established) to settle there—either for yourself or at least for your wife—[and as it seems we also discussed this at our meeting, namely that] the current situation in the United States, especially among youth and young people, is one of awakening towards matters of Judaism, Torah, and mitzvahs. However, there is a lack of guides and those who will inspire, encourage them in this direction, and show them the way. From this it is understood—and obvious—that anyone whom Divine Providence has endowed with talents to act in this direction has the most sacred obligation and privilege to work energetically in this area. You have already seen actual success in this field and will certainly continue to succeed even more so in the future, especially if you increase your efforts compared to what you have done previously. Do not be concerned at all that this would be considered 'taking on too much' [unjustified fear of which unfortunately prevents many from acting].
From what I have written my view is clear: not only do I reject the idea of your moving to Eretz HaKodesh regarding yourself, but even regarding your wife it is neither worthwhile nor appropriate at all—not only because it would certainly interfere with your work in this field but also because it would prevent your wife's influence where she currently reaches. Our Torah teaches: "The poor of your city come first," meaning spreading traditional Judaism in your own city [even though obviously one can also accomplish much in Eretz HaKodesh].
Furthermore—and most importantly—my view on this matter (that both of you should continue your activities specifically here) is based on the outlook and instruction of my father-in-law, the Rebbe zatzal (may his merit protect us), in similar cases—even when their activities were less significant than yours.
On this occasion—and everything is by Divine Providence—I must urge you (and I am sure you will forgive me for doing so), following what was said above: my strong hope is that you will further demand strengthening fear of Heaven among Jewish youth and increasing it. As I saw during my meeting with directors of various branches and also with the central office, now is an opportune time to inspire them about these matters—not only will your words be accepted but they will even thank and praise you for inspiring them thus.

Summary
The Rebbe teaches that those capable of inspiring Jewish youth must remain where their influence is most needed rather than relocate elsewhere. Local impact takes precedence over personal aspirations when it comes to spreading Torah values.
