לשאלתו בהשלמת ג' התיבות בק"ש עי"ז שהש"ץ אומר יא"א - לע"ע לא מצאתי הוראה מפורשת בזה. אבל לדעתי פשוט א) שמוציא הוא את כל הציבור שלו, ב) גם זה שעדיין לא גמר הק"ש מציבורו הוא, וניתוסף לו ג' תיבות בעת אמירתו ק"ש.

.. The proper time for removing tefillin is, of course, as stated in Hayom Yom.

Regarding your question about completing the three words in Shema by having the chazan say "Hashem Elokeichem Emes"—for now I have not found an explicit directive on this. But in my opinion it is clear: a) he fulfills this for his entire congregation; b) even one who has not yet finished Shema is part of his congregation, and when the chazan says Shema, those three words are added for him as well.
