ויהי רצון מהשי"ת שיערה רוח ממרום על כל עסקני החינוך דבני ישראל בכל מקום שהם, כולל גם העסקנים אודותם כותב, להכיר האמת תורתנו תורת אמת, שאינה סובלת קיצורים ופשרות, שהרי תורה שלימה היא, ויתחנכו כל אחד ואחת מבני ישראל, שאפילו נפש אחת עולם מלא היא, על טהרת הקדש, להעמיד תלמידים אשר כל רואיהם יכירום כי זרע ברך ה' המה.

I hereby acknowledge receipt of your telegram, in which you write about studying from abridged versions of Chumash.
The well-known directive of my revered father-in-law, the Rebbe, and his father, the Rebbe (the Rashab), of blessed memory—among all the great leaders of Israel—is an absolute prohibition. From this it is clear that my position is only one of absolute rejection.
May it be the will of Hashem that a spirit from Above be bestowed upon all those involved in Jewish education everywhere—including those activists about whom you write—to recognize the truth: our Torah is a Torah of truth, which does not tolerate abbreviations or compromises, for it is a complete Torah. May every single Jewish child be educated in purity and holiness, for even one soul is an entire world. May they raise students who are recognized by all as "the seed blessed by Hashem."

Summary
The Rebbe teaches that Torah education must be uncompromising and complete; abridged or diluted study is absolutely forbidden. Every Jewish child deserves to learn the full Torah in purity and holiness.
