The Avrech Avraham Moshe, may he live.
Shalom u'Vrachah!
In response to your letter from the 23rd of Tammuz, in which you ask about what is written in Tanya chapter 29—that it is possible for teshuvah not yet to have been accepted—and in Iggeres HaTeshuvah chapter 11, that there is no doubt whatsoever in the world: the Holy One, blessed be He, is abundant to forgive. There is no contradiction here, for in Iggeres HaTeshuvah there it concludes that there is a condition: before asking 'forgive us,' we precede with 'bring us back in complete teshuvah before You.' Since this is within a person's power—meaning at that moment he resolves never to return to his folly again, etc.—this is the condition for complete teshuvah. Therefore, there is absolutely no doubt that if he does so, the Holy One, blessed be He, is abundant to forgive.
From the style of your letter I wish to hope that you have set times for studying Chassidus and increase this on Shabbos as written in the writings of the Arizal. Additionally, this year marks two hundred years since the passing (yahrzeit) of our teacher the Baal Shem Tov z"l—a special year for spreading his wellsprings, which are Chassidus itself, until they reach even those far outside...
With blessing for good news in all mentioned above,
In the name of the Rebbe shlita,
Secretary
Summary
The Rebbe clarifies that true teshuvah requires a sincere commitment not to repeat past mistakes; when this condition is met, G‑d certainly forgives. He urges ongoing study and dissemination of Chassidus, especially during significant anniversaries connected to its origins.
