Regarding what you wrote about Shnayim Mikra VeEchad Targum and the study of Chassidus: Since this study can be drawn out and in general has no set limit, and additionally, Shnayim Mikra has a fixed time, it seems to me that one should learn Chassidus after Shnayim Mikra. This is obviously when the discussion is about individual study and not when gathering together etc. Nevertheless, we also learn from Shulchan Aruch Orach Chaim at the end of Siman 285.
Summary
The Rebbe teaches that when studying alone, one should first complete Shnayim Mikra VeEchad Targum at its set time and then proceed to learn Chassidus, as its study is less time-bound.
