Shalom u'Vrachah!
After the longest pause, your letter from Pesach Sheni was received. My strong hope is that despite the saying of my father-in-law the Rebbe regarding learning on this day (printed in Hayom Yom: "It is never too late"), regarding the matter about which you write, you will remain vigilant with persistence so that it will be fulfilled in practice and as our Rebbeim demand—specifically as it should be. That is, there should be in both places together a fortress of Chassidus and even more than that: a place from which matters of Chassidus spread out, not just a fortress and shield for those already present. This also stems from the requirement 'Yafutzu Maayanosecha' (that your wellsprings should spread forth), like the advantage of living waters over gathered and fortified waters in their place.
At an auspicious time, all those about whom you write will be mentioned at the holy resting place of my father-in-law the Rebbe zatzal (may his merit protect us), and may it be G‑d's will that you share good news about this.
Especially since we are now just after the bright day of Lag BaOmer, the yahrzeit of Rashbi (Rabbi Shimon bar Yochai), about whom it was said in the name of our master the Alter Rebbe that before lofty souls like Rashbi, the Beis HaMikdash was never destroyed at all (see Dvarim Hashamos to Harav Hachassid Harav Hamefaritzh in his book Pelach HaRimon Shemos p.7). His essence was to draw down inwardness openly—and this is understood.
With honor and blessing for good news.
Summary
The Rebbe teaches that one must not only guard but actively spread Chassidus outward, drawing inspiration from Pesach Sheni's message that it's never too late and from Rashbi's power to reveal inner G‑dliness even after destruction.
