Shalom u'Vrachah!

I acknowledge receipt of your letter from the 11th of Shevat, the day after the yahrzeit of my revered father-in-law, the Rebbe. At an auspicious time, you and all those you wrote about will be mentioned at the holy resting place of the one whose yahrzeit it was. May it be G‑d’s will that just as you brought your request, so too you will bring good news regarding each one of them.

Regarding your question on the saying of our Sages: "When Adar enters, we increase in joy," etc., and that a person's mazal is healthy—if so, how did it happen that in this very month Moshe Rabbeinu, the shepherd of Israel, passed away? The answer is understood from the Talmudic discussion (Megillah 13b), where there was reason to consider this month for both sides. As our Sages say there: since the lot fell in Adar... but in conclusion he did not know..., and this determined and decided for the entire month that about all of it is said: "VeNahafoch Hu" (and it was turned around).

b) Regarding your question about the apparent contradiction from our Sages’ statement concerning the passing of tzaddikim—that it is as hard as [the day] itself—and yet we call this day a hilula (celebration), etc. The later authorities have already elaborated on this at length and many explanations have been given; see there (they are collected in Sdei Chemed Asifat Dinim Maarechet Eretz Yisrael section 6 and in Pe'at HaSadeh there; in Sefer Hilula d'Rashbi by Rabbi Margaliot; also see Likkutei HaShas by the Arizal to Berachot 6b; Rashi to Yevamot 122a s.v. Raglei—that it is a term for Yom Tov; and more).

With blessing for good tidings.

Summary

The Rebbe addresses complex questions about joy in Adar despite Moshe’s passing and why a tzaddik’s yahrzeit is celebrated as a hilula. He points to Talmudic discussions and later commentaries to show how these ideas are reconciled within Torah thought.
