לאחרי הפסק ארוך נתקבל מכתבו מה' שבט, ובו גם ר"פ מהתועדות דיום הבהיר יום סגולה י"ט כסלו, ויהי רצון שיהי' רישומה ניכר בכל השנה כולה, ובזה גם בנקודה הפנימית ותפקידם של כל אלו שיש להם השפעה על ישראל בדורנו זה, הוא הפצת המעינות חוצה.
ובסגנונו במכתבו, כי האור הי' יכול להיות חזק ובהיר וכו', שאור שבעיסה מעכב וכו', קצת אמת יש בהאמור, אבל לא כולה, כוונתי כי העיקר המניעה הוא מ "הכלים", ז.א. מפעולות האדם שהוא צריך להמשיך התורה ועניני' בכל מקום שידו מגעת, אבל דברי תורה אינם מקבלים וכו' בכל זה קצת אמת יש בדבר, כי ע"י פעולות כדבעי ובהידור מוסיפים גם באור, ובלשון הזהר בהנוגע לתורה, לאפשא לה, והוא ע"ד מארז"ל שישראל מוסיפין כח בפמליא של מעלה, וכמ"ש למעשה ידיך תכסוף.
ויהי רצון, אשר כמו בענין המים, אין מים אלא תורה, התפקיד הוא מעין מים חיים דוקא, הנה גם בהנוגע לאור ואין אור אלא תורה, יהי' במאור שבתורה הוא המעין שבתורה (עיין קרבן העדה לירושלמי חגיגה פ"א הלכה ז') שבדורנו נתגלתה בתורת החסידות.

After a long pause, your letter from the 5th of Shevat was received, in which you also included a summary from the farbrengen on the bright day and auspicious occasion of Yud-Tes Kislev. May it be G‑d's will that its impression be felt throughout the entire year. This also relates to the inner point and mission of all those who have influence over Israel in our generation: spreading the wellsprings outward.
In your letter's style you wrote that the light could have been stronger and brighter, etc., that "the leaven in the dough holds things back," etc. There is some truth in what is said, but not entirely. My intention is that the main obstacle comes from "the vessels," meaning from a person's actions—he must draw Torah and its matters into every place he can reach. However, words of Torah are not susceptible to impurity, etc.; there is some truth here as well because through proper and meticulous action one adds to the light. In the language of Zohar regarding Torah: "Le'afsha le," and as our Sages say: Israel adds strength to the heavenly hosts, as it is written: "To Your handiwork You yearn."
May it be G‑d's will that just as with water—there is no water but Torah—the mission is like a spring of living waters specifically; so too regarding light—and there is no light but Torah—it should be with the luminary within Torah: this is the spring within Torah (see Korban HaEidah on Yerushalmi Chagigah ch.1 halachah 7), which in our generation has been revealed in Toras HaChassidus.

The Rebbe teaches that true obstacles to spreading Torah come from our own efforts and vessels; by refining our actions and spreading Chassidus outwardly, we increase Divine light in ourselves and others.
