Shalom u'Vrachah!
In response to your letter from 2/42, in which you ask whether a religious girl can marry a non-religious boy.
It is understood that the matter of shidduch is not about educating someone from Israel and changing him completely, but primarily about building a Jewish home on the foundations of Torah and mitzvah, and raising children—when G‑d will bless them with offspring—in purity and holiness. It is clear that such a shidduch would make it extremely difficult to realize these goals in practice. Even if he promises to become religious, not only is it impossible to know in advance if he will fully keep this promise, but religiosity that comes just to do someone else a favor—especially when it concerns marriage—is not truly founded. Being religious must be an everyday commitment that influences one's life actions; this cannot come from a mere promise to do what one is told.
From the above it is clear that you should be interested in shidduch proposals with young men who study Torah and actually observe mitzvos. There are several such individuals currently in your country.
Regarding what you write about your study plans, your conversations with other girls, and receiving suitable literature for this purpose—you should contact our office in Kaza as per the address below.
Blessings for good news in all the above matters.
On behalf of the Lubavitcher Rebbe Shlita, Secretary
Summary
The Rebbe teaches that building a Jewish home requires both partners to be committed to Torah observance. Promises of future religiosity are insufficient; one should seek matches with those already living by Torah and mitzvos.
