במענה למכתבו מעש"ק, ותוכנו שאלה שכנראה יש בה חילוקי דיעות בינו ובין זוגתו תחי'.
בפרט בהנוגע לשאלתו, ובכלל בשאלות כאלו, שמחולקים בהם מנהגי הקהלות, ובעיר כנויארק אשר כמה קהלות בה, וכל אחת נוהגת במנהגה, וידוע הוראת רז"ל, באתרא דרב נהוג כרב.
עליו לפנות בזה לרב מורה הוראה בהקהלה אלי' משתייך, והוא יורהו.
ישנם ענינים אשר בהם כל בני ישראל שוים, ואנצל הזדמנות זו לעוררו על אחד מהם, והוא ההכרח בלימוד פנימיות התורה, אשר בדורנו נתגלתה בתורת החסידות.
ואף שכמה ישנם, שעדיין אין עושים זאת, הנה כמה סיבות לדבר ובכל אופן אין זה ממעט כלל ההכרח לקבוע עתים בלימוד חלק תורה זו, של כל אלו שהגיע אליהם שמע תורת החסידות הנהגותי' והדרכותי', והרי גם הוא בכללם כיון שפנה אלי במכתבו, ועיין הלכות ת"ת פ"א סוס"ד לרבנו הזקן - בעל התניא, פוסק בנסתר דתורה - והשו"ע - פוסק בנגלה דתורה - ובהקדמת הרח"ו לשער ההקדמות ובקונטרס עץ חיים לכ"ק אדמו"ר (מוהרש"ב) נ"ע, שביאר ביותר אריכות הכרח הלימוד דתורת החסידות, ויהי רצון שעכ"פ מכאן ולהבא יעשה קביעות עתים בזה, וכפתגם רבנו הזקן, קביעות לא רק בזמן כי אם גם קביעות בנפש.

In response to your letter from Erev Shabbat Kodesh, in which you mention a question that apparently involves a disagreement between you and your wife, especially regarding your specific question—and in general with such questions—where communal customs differ. In New York City, where there are many communities and each follows its own custom, it is known what our Sages instructed: "In the place of the Rav, follow the Rav." You should therefore turn to the rabbinic authority of the community to which you belong, and he will guide you.
There are matters in which all Jews are equal. I take this opportunity to remind you about one of them—the necessity of studying the inner dimension of Torah, which in our generation has been revealed through Chassidus. Even though there are many who still do not do this, there are various reasons for that; nevertheless, this does not diminish at all the necessity for everyone who has come into contact with the teachings and guidance of Chassidus—including yourself since you have written to me—to establish set times for learning this part of Torah. See Hilchot Talmud Torah chapter 1 at the end according to Rabbeinu HaZaken—the author of Tanya (the halachic authority on the hidden part of Torah)—and Shulchan Aruch (the halachic authority on the revealed part), as well as in the introduction by Rav Chaim Vital to Shaar HaHakdamot and in Kuntres Etz Chaim by our Rebbe (the Rebbe Rashab) of blessed memory, who explained at length the necessity of learning Chassidus. May it be G‑d's will that from now on you establish fixed times for this study—as Rabbeinu HaZaken said: a fixedness not only in time but also a fixedness within one's soul.

P.S. You surely know about the institution of reciting Tehillim according to the monthly cycle—as Tehillim is divided among the days of each month—every day after morning prayers; at least from now on be careful to observe this.
