Shalom u'Vrachah!

... In your letter you ask for an explanation regarding the mikveh from which you are involved in activities to uphold and spread Judaism, and especially the spreading of the wellsprings. It is not clear what explanation is needed, since you reside in the holy city of Jerusalem, which possesses an additional level of holiness. From this it is understood that there must also be an increase in personal holiness, for the awakening from below must correspond to the awakening from above. The increase in holiness comes through matters of Torah and mitzvah and their inner dimension—this is the concept of 'the wellsprings.' This relates to 'VeAhavta L'Reiacha Kamocha' ("Love your fellow as yourself"), meaning not only should one have a good eye for his own matters but also for those of others. In many areas this work of spreading is essential, and certainly every individual has an obligation in this regard. From this it is understood that everyone has been given the ability, and it depends only on his will. That is sufficient.

With blessings for good news in all the above.

Summary

The Rebbe teaches that living in Jerusalem brings a special responsibility to increase one's own holiness through Torah, mitzvos, and spreading Chassidus. Every individual has both the ability and duty to participate actively in spreading Judaism and its inner teachings.
