מאשר אני בזה קבלת מכתבו מט"ז בסיון, ומנצל הזדמנות זו להדגיש תקותי אשר שיחתנו בטח תביא תוצאות בפועל בהנקודות אודותן נידבר. וכיון שבימים שעברו מאז נודעתי בהזדמנות צ והנני מדייק שלא להשתמש בביטוי של מקרה, שהרי כל אחד מאתנו מאמין שכל המתרחש הוא בהשגחה פרטית ולא במקרה צ אשר לכבודו השפעה יותר גדולה גם ממה ששערתי מראש, ולכן עוד נתחזקה תקותי שכ' ינצל השפעתו במילואה להחדיר הרעיון, אשר אלה הממונים מטעם העם לנהל בפועל ענינים הנוגעים לכל העם כולו או לחוג רחב או לחוגים רחבים מן העם, הרי פשוט שאין להם להיות מושפעים מנימוקים של מפלגה ואפילו לא מרווחים מפלגתיים בהנוגע להנהלת הענינים שבפועל שנמסרו לידם לטובת כל העם.
במלים אחרות וגם נעימות יותר, כל כמה שלא יהי' תוכן וכו' בענינים של מפלגה וככל המעלה להיות ב"כ של מפלגה הרי גדול פי כמה התוכן בעניני העם כולו ולהיות בא-כוח העם כולו. ולא עוד אלא כפי שרואים במוחש ואפילו בימי הבחירות, הנה הנהגה האמורה מביאה תועלת לבאי-כוח המפלגה גם ברווחים מפלגתיים.
אף שכותב שבמספר שאלות שבררנו יטפל לאחרי שובו לאה"ק ת"ו, תקותי בכל זאת צ שיתענין לטפל בהן גם בהיותו כאן, והרי בכמה מהן יש לקוות להצלחה יותר גדולה על ידי הטיפול בהן בחו"ל.

I hereby acknowledge receipt of your letter from the 16th of Sivan, and I take this opportunity to emphasize my hope that our conversation will certainly yield practical results regarding the points we discussed.
Since in the days that have passed since then I have become aware—incidentally (and I am careful not to use the term "by chance," for each of us believes that everything that happens is by Divine Providence and not by chance)—that your influence is even greater than I had initially assumed, my hope has grown stronger that you will fully utilize your influence to instill the idea that those appointed by the people to manage matters affecting all or large segments of the nation must not be swayed by party considerations or even party gains when it comes to managing affairs entrusted to them for the good of everyone.
In other words—and in more pleasant terms—no matter how significant party matters may be and how elevated it is to be a party representative, it is far greater to deal with matters concerning the entire people and to be a representative of all. Moreover, as is clearly seen—even during election times—such conduct ultimately benefits party representatives even in terms of party gains.
Although you write that you will address several questions we discussed after your return to Eretz HaKodesh (the Holy Land), I still hope you will take an interest in dealing with them even while you are here, as in several cases there is reason to expect greater success by addressing them abroad.
