במענה למכתבו מב' סיון, בו כותב אשר מזמן נשתדך אבל החוסר באמצעים כספים להשיג דירה מעכב לע"ע את החתונה וממשיך שבאם הי' הדבר קשור עד לסכום של אלפים לירות אולי הי' יכול להסתדר.
וכבר כתבתי בכגון דא לכמה אברכי ישיבה ואברכים חרדים לדבר ה' בכלל, אשר מצער המנהג לא טוב שבשטח האברכים באה"ק ת"ו, לדור דוקא במקום מצומצם ולשלם דמי מפתח בעד דירה בסכומים מבהילים, ובמילא מעכבים זמן החתונה כו"כ זמן היפך פס"ד תוה"ק תורת חיים, והרי כמה מקומות באה"ק ת"ו שהדירות שם אינם ביוקר האמור וקדושת ארץ ישראל גם במקום ההוא, ואפילו בהנוגע לאנשי ירושלים הרי באם אמרו שמותר לצאת מא"י לחו"ל בשביל לישא עאכו"כ מירושת"ו לשאר ערי ישראל (אפילו את"ל שהמחוז בו דרים הוא בפשיטות הגמורה בגבולות ירושלים), והלואי שסו"ס הי' מנהג הנ"ל משתנה מן הקצה אל הקצה, שאז הי' שמחות חתונה מתרבות תיכף ובונים בית בישראל מבלי בלבול הכי מבהיל ובלתי הכרחי כלל וכלל.
בהזדמנות זו אעוררו על ההכרח הגדול בתקופתנו זו לקבוע עתים בלימוד פנימיות התורה שבדורנו נתגלתה בתורת החסידות וקביעות כפתגם רבנו הזקן בעל התניא (פוסק בנסתר דתורה) והשו"ע (פוסק בנגלה דתורה) לא רק קביעות בזמן כי אם גם קביעות בנפש.

In response to your letter from 2 Sivan, in which you write that you have been engaged for some time but the lack of financial means to obtain an apartment is currently delaying the wedding. You continue that if it were only a matter of thousands of lira, perhaps you could manage.
I have already written about such matters to several yeshiva Avrechim and G‑d-fearing Avrechim in general, that it is unfortunate there is a negative custom among Avrechim in Eretz HaKodesh to insist on living specifically in a cramped area and paying exorbitant key money for an apartment, thus delaying the wedding for quite some time—contrary to the ruling of our holy Torah, Toras Chaim. There are several places in Eretz HaKodesh where apartments are not as expensive and the sanctity of Eretz Yisrael applies there as well. Even regarding those from Jerusalem: if it was said that one may leave Eretz Yisrael for abroad to get married, how much more so from Jerusalem to other cities in Israel (even if one argues that the region they live in is clearly within Jerusalem's boundaries). If only this custom would finally change completely—then wedding celebrations would immediately increase and homes would be built among Israel without unnecessary and frightening confusion.
On this occasion I wish to emphasize the great necessity in our times to set fixed times for studying the inner dimension of Torah as revealed in Chassidus. This should be established according to the saying of our Rebbe, the Alter Rebbe—the author of Tanya (the authority on the hidden aspects of Torah) and Shulchan Aruch (the authority on revealed Torah)—not only as a fixed time but also as something fixed within one's soul.

Summary
The Rebbe writes that one should not delay marriage due to high housing costs and encourages seeking alternatives rather than postponing weddings. He also stresses establishing regular study sessions in Chassidus as essential both in practice and internal commitment.
