זיינער צייט האב איך ערהאלטען אייער בריף אין נאמען פון די מתפללים פון ביהכ"נ נוסח אר"י אנשי ליובאוויטש, מיט דעם בייגעלייגטען טשעק לטובת די קינדער יתומים אין ארצנו הקדושה ת"ו, און בייגעלייגט איז דא מיין בריף צו דער שול, וועלכען איר וועט זיכער איבערגעבען צו די מתפללים שיחיו באופן המתאים.
בנוגע אייער פראגע, אין נאמען פון די מתפללים שיחיו, וואס א טייל מתפללים זאגען אז מען זאל אנטאן א טלית צו דאוונען ביים עמוד, צו קבלת שבת און אויך שבת פארנאכט צו מנחה, און א טייל מתפללים זאגען, אז אין א נוסח אר"י שול, דארפמען ניט אנטאן קיין טלית, דאוונענדיג ביים עמוד צו די אויבענדערמאנטע תפלות, און פרעגט מיין מיינונג אין דעם:

דער מנהג פון ליובאוויטש - ווי איך האב געהערט פון מיין שווער כ"ק אדמו"ר זצוקללה"ה נבג"מ זי"ע, און זיינער צייט איז דאס אויך געדרוקט געווארען אין דעם "היום יום" י"ט כסלו ה'תש"ג, אין השליח צבור מתעטף בטלית, למנחה או למעריב, לא בשבת ויום טוב ולא בראש השנה,
פון דער צווייטער זייט אבער, פארפירען א מחלוקת צוליב דעם איז ניט כדאי, און אויב מען קאן דאס אויספירן גלאטיג אן מחלוקת, איז כדאי אז אויך אייער שול זאל זיך פירן ווי עס פירען זיך אלע אנשי ליובאוויטש, אז אין טלית דאווענט מען נאר אין דער פריה און יום כפור א גאנצע מעת לעת, און אויב עס איז א חשש פון א מחלוקת, איז גדול השלום, וואס צוליב שלום דארפמען נאכגעבען באשטימטע זאכען, אבער על כל פנים נאכגעבען נאר בנוגע דעם דאוונען שבת צו מנחה, אבער ניט בנוגע צו קבלת שבת, וואס דענסטמאל זיינען פראן אייניגע, וועלכע האלטען אז עס איז א סכנה בדבר*.

In due time I received your letter on behalf of the congregants of the Nusach Ari Anshei Lubavitch synagogue, along with the enclosed check for the benefit of orphaned children in our Holy Land, may it be rebuilt and established. Also enclosed is my letter to the shul, which you will surely deliver to the congregants in an appropriate manner.
Regarding your question on behalf of the congregants about whether one should wear a talit when serving as shaliach tzibur at the amud for Kabbalat Shabbat and also on Shabbat afternoon for Mincha—some say one should wear a talit and others say that in a Nusach Ari shul one should not wear a talit when leading these prayers—you ask my opinion:
The custom of Lubavitch—as I heard from my father-in-law, the Rebbe zatzal (may his merit protect us), and as was also printed in Hayom Yom for 19 Kislev 5703—is that the shaliach tzibur does not wrap himself in a talit for Mincha or Maariv, not on Shabbat or Yom Tov and not on Rosh Hashanah. On the other hand, however, causing a dispute over this is not worthwhile. If it can be implemented smoothly without dispute, it is proper that your shul also follow all Lubavitchers: only wearing a talit during weekday morning prayers and Yom Kippur for an entire day. But if there is concern about dispute, peace is paramount; sometimes one must yield certain things for peace. At minimum, yield only regarding leading Mincha on Shabbat but not regarding Kabbalat Shabbat—since at that time there are some who hold there is actual danger involved.*
May Hashem help preserve Jewish customs—for Minhag Yisrael is Torah—and this brings success also in material matters.
