במענה על מכתבם מיום ה' אמור, בו מבארים ע"ד האספה די"ג אייר וכן אשר פנו לאגו"ח ע"ד אמצעים עוזרים בהרישום וכו' ובטח בינתים כבר נתקבל מכתבי מענה על מכתבם, ובכ"ז אבוא עוד הפעם בביאור כוונתי ודעתי:
אשר אין מההכרח לכבוש תומ"י את כל המעברות וכו' אלא הנחוץ הוא להקים יסוד חזק של הנהלה ורשת (לערך עשרה חדרים), וכמו שמסרתי בע"פ ע"י הרה"ח הוו"ח אי"א נו"נ עוסק בצ"צ וכו' מוה"ר משה שי' גורארי', הנה יש להתחיל ביסוד האהל"יי באותן המקומות, שאו שישנו כבר בשם לחב"ד איזה אחיזה היינו שאנ"ש דרים בסמיכות מקום ועאכו"כ אם נמצאו בסמיכות ללוד או הכפר וכו' או במקומות כאלו שישנו בשם חומר טוב, היינו בחורים כאלו שיש תקוה שיכנסו בהקדם לאחת מישיבותינו, או שיעשו מהם משפיעים ומנהיגים וכו' ובמילא זה יהי' להם איזה הוראה ע"ד המקומות אשר להם הקדימה ביסוד אהל"יי.
מובן אשר מ"ש הנני המספר עשרה, אינו בדיוק ויכול להיות יותר מזה או פחות, ולא באתי אלא להורות שלע"ע הנה הכמות אינו נוגע כ"כ, וכמ"ש מכבר אין כדאי לעשות רעש ולהגדיל הכמות - כדי להקל השגת כל האמצעים והענינים הנצרכים לזה כמו רשיונות וכו' מבלי התנגדות חוקים כאלו שיראו מהתפשטות ליובאוויטש ביותר.
על מה שיש לדייק הוא, שבאלו המקומות שייסדו, יתנהל הענין באופן המתאים שיוכל לשמש דוגמא, ושיכשיר את המוחות להגדלת הרשת, היינו שישבעו רצון ההורים והתלמידים כו'.
מובן שאי אפשר לוותר משום טעם זה על הנקודה עיקרית, היינו שלעצמם בחשאי צריכים לדעת שסוכ"ס הכרח שישתדלו שהתלמידים יהיו חסידים ובמילא צריך להעשות הדבר בכיוון לזה, אבל בענין הסדר, טיב החינוך, הנקיון וכו' הנה לפעמים כדאי לוותר על הריבוי בכמות, ובפרט בשביל ריבוי האיכות.
קשה לבאר ולפרט כל הפרטים, כי זהו דבר שנקבע על אתר וצריכה להיות החלטה מתאימה לתנאי המקום, והשי"ת יצליחם בהצלחה מופלגה למעלה מדרך הטבע להגדיל תורה ולהאדירה במספר התשב"ר ולהעלותן מעלה דמעלין בקדש.

In response to your letter from Thursday of Parshas Emor, in which you explain about the gathering on the 13th of Iyar and that you turned to Aguch regarding supporting means for registration, etc., and surely by now you have already received my reply to your letter. Nevertheless, I will once again clarify my intention and opinion:
It is not necessary to immediately conquer all the transit camps (ma'abarot), etc.; rather, what is needed is to establish a strong foundation of administration and a network (about ten cheders). As I conveyed orally through Haraha"ch vavac"h iy"a nu"n involved with tzt"z etc. Moreinu HaRav Moshe Gurary, you should begin establishing Oholei Yosef Yitzchak in those places where there is already some Chabad presence—meaning our people live nearby—and certainly if they are close to Lod or Kfar Chabad, etc., or in places where there is good material—meaning boys who are likely to soon enter one of our yeshivos or who can become mashpi'im and leaders, etc. This will serve as guidance regarding which locations should be prioritized for founding Oholei Yosef Yitzchak.
It is understood that when I mention the number ten, it is not exact; it could be more or less. My intent is only to indicate that at this stage quantity is not so critical. As I have written before, it is not worthwhile to make noise or increase numbers just to facilitate obtaining all the necessary means and permits without opposition from authorities who might fear too much Lubavitch expansion.
The main point is that in those places where schools are founded, matters should be conducted in such a way that they serve as an example and prepare minds for expanding the network—that parents and students will be satisfied, etc.
Of course, for no reason should one compromise on the essential point: internally it must always be clear that ultimately there must be an effort for students to become chassidim; therefore everything must be directed toward this goal. However, regarding organization, educational quality, cleanliness, etc., sometimes it is worthwhile to forego quantity—especially for greater quality.
It is difficult to explain every detail because these matters are determined on site and must fit local conditions. May Hashem grant you extraordinary success beyond nature—to increase Torah and glorify it by increasing the number of children learning Torah (tinokos shel beis rabban) and raising them ever higher in holiness.
