In response to your question regarding the matter I spoke about some time ago, which I also conveyed through Haraha"ch vavaha"ch iy"a nu"n active in tzt"z etc. Moharamg ^[1], regarding the necessity to expand Chabad educational institutions via the Oholei Yosef Yitzchak network, and to include also the religious educational institutions run by activists—ensuring that none of these will bear a party seal—which raised concerns that this might strengthen the government's claim that parties are unnecessary and that the Ministry of Education should deal directly with each institution, possibly causing harm:

In my opinion, in any case it is essential that each institution not operate independently, as this would greatly weaken its strength both internally and especially externally; elaboration is unnecessary. Therefore, my original intent was for all educational institutions joining this network to unite as a non-partisan stream with a general administration through which all negotiations and discussions with the Ministry of Education or other relevant ministries would be conducted. Since I hope that eventually institutions run by activists and even those from the old settlement will join, for now an administration should be established including one representative from Aguch, one from Tzeirei Aguch, one from Oholei Yosef Yitzchak network, and activists should be invited to choose their own representative as well. Of course, these details are only suggestions and may be changed—especially expanding the administration as more institutions join this non-partisan stream.

However, it is clear and simple that to ensure matters proceed according to plan, it must be certain that those at the head of the administration safeguard its core principles. When educational institutions are organized in this way, there is no longer concern or reason for the claim that the Ministry of Education will deal directly with each institution (which is not desirable at all), since even this organization communicates with the Ministry through its general administration.

b) I have already said several times that for various reasons we can hope different circles will help bring into reality an organization of non-partisan educational institutions—enough said—as long as they themselves make appropriate energetic efforts...
