With joy I learned that your daughter Mrs. ... tichyeh became engaged to the esteemed Rabbi ... and I hereby express my blessings for mazal tov, mazal tov, that everything should be at an auspicious and successful time and that they build their home on the foundations of Torah and mitzvah as explained in the teachings of Chassidus.
Likewise, thank you for informing me of the good news that your grandson ... shiyichyeh has turned three years old. Enclosed is an excerpt from a letter of my father-in-law, the Rebbe zatzal, regarding the Jewish custom to cut the hair at this age.
May it be G‑d's will that you always share only good news about yourself and your family as well as in communal matters.

The connection between tzitzis and the hair of the head is explained in Pri Etz Chaim Shaar HaTzitzis and in Likkutei Torah Parshas Shelach (47a), see also Rashi on the Torah Shelach (15:38): "on the corners of their heads." The connection between tzitzis and marriage in holiness and purity is explained in the verse "u're'isem oto... v'lo taturu..." ("And you shall see it... so that you do not stray...") and see also Menachos (44a): "his four tzitzis came... you merited your purchase," etc.
