I received the pidyon nefesh for Mr... in due time, and I am sure he took his tefillin with him, and also gave him the mezuzah from my father-in-law, the Rebbe zatzal. He must be warned repeatedly to put on tefillin every day—of course except for Shabbos and Yom Tov—and if he cannot do so in the morning, then he should put them on during the day until sunset. In any case, he should put them on even for a short time, even if he must remove them immediately. It should be explained to him that this mitzvah is a special segulah for long days and years, as our Sages say: 'Kol haManiach Tefillin Ma'arich Yamim' (Whoever puts on tefillin lengthens his days), and therefore this is not only a matter of religion but also protection from danger. He must be careful about this regardless of his situation in keeping Torah and mitzvos at home. Surely you will find the right words for him; if needed, copy what is written about this in English...
