ודברי צדיקים וברכתם קיימים תמיד ופועלים פעולתם,
אלא שעל מקבל הברכה להכין הצנור והכלי לההשפעה ולהברכה,
וככל שמגדילים הצנור והכלי ומרחיבים אותם - תוגדל גם כן ההשפעה והברכה,
ועד אשר

The letter you sent regarding the yahrzeit-hilulah of the holy Rebbe—was received and read, without a vow, at his resting place. May it be G‑d's will that you strengthen yourselves and also increase in your studies and conduct—according to the wishes and hopes of the one whose hilulah it is—both regarding each individual personally and regarding your special role to be a "candle to illuminate" your surroundings, as is brought out and emphasized in his talks and letters. The words and blessings of tzaddikim always endure and have their effect; however, it is upon the recipient of the blessing to prepare the channel and vessel for influence and blessing. The more one enlarges and broadens this channel and vessel—the greater will be the influence and blessing, until you become an example for many.

Summary
The Rebbe teaches that by strengthening Torah study and positive conduct—especially on Tu BiShvat—and by serving as a shining example to others, we open ourselves up to greater Divine blessings. Preparing ourselves as vessels allows these blessings to manifest more fully.
