במענה למכתב כת"ר שהגיעני באיחור זמן רב, ובו גם ענין שבסגנונו "ענין פרטי" הוא, אבל לאחרי בקשת סליחתו זהו דוקא ענין כללי ביותר, והוא בנוגע למשרת רב ראשי דהפדרצי' בלונדון וכולי.
והנה ידוע
הכלל
יחיד ורבים הלכה כרבים, שמזה לכאורה מובן שכלל זה חל גם בנוגע לתועלת היחיד ותועלת הרבים. ועל פי זה
לדעתי
אין כל ספק שנחיצת העבודה בהפצת היהדות המסורתית, ובפרט בשטח החינוך הכשר, במדינות אמריקה הדרומית, כולל גם מדינת מקסיקו והסמוכות לה, היא לאין ערוך מאשר בלונדון, אפילו אם תמצא לומר שישנה אפשריות גדולה בכמות ובאיכות לפעול בזה בלונדון, ובפרט שהאפשרויות שם מצומצמות מפני כמה סיבות שבודאי גם לכת"ר ידועות הן.
ועוד להוסיף, וגם זה עיקר, שבנידון דידן גם תועלת היחיד, זאת אומרת דכת"ר, היא שלא בערך גדולה יותר במקומו עתה – באם ינצל האפשרויות ככל הדרוש, והאפשרויות הן בלתי מוגבלות. ואשר להתנגדות לחינוך הכשר והפצת היהדות המסורתית, הרי לעת עתה איננה מאורגנת, ובכמה שטחים ובכמה מובנים בכל השטחים, כל הקודם זכה. והרי תפקידו העיקרי של רב הוא לנהג את בני ישראל בדרך התורה והמצוה, ובדורנו זה נוסף לעורר בהם הרצון והחשק להיות מונהגים על ידי הרב.
אינני יודע כמה עוזרים מן המוכן ימצא על אתר, כוונתי באמריקה הדרומית כו', אבל עוזרים בכח ישנם כמה וכמה, אלא שגם הם אינם מאורגנים, ואולי גם אין אחד יודע מהשני, או שאפילו אינו יודע גם אודות (כחות) עצמו ויכלתו שלו.
אפשר שבנוגע למנוחה – לונדון מקום מתאים יותר, אבל לדעתי לא זו היא התכלית והמטרה של רב, ואפילו לא של כל אחד ואחת – יהי' מי שיהי' – מישראל בכל מקום שהם. והתקוה שלדכותי' אין האמור זקוק לאריכות ואפילו לא לביאור.
בהזדמנות זו ובהמשך למה ששמעתי מכת"ר במוצאי חג השבועות אשר במשך הזמן הו"ל כעשרים חוברות מהקובץ "קול ירושלים", כיון שבספרי' שלי נמצאות רק ב' או ג' חוברות הראשונת, תודתי נתונה מראש באם ירצה ויצוה לעושי רצונו לשלוח מהכפולים להספרי', וכנ"ל ת"ח מראש.

In response to your letter which reached me after a long delay, in which you also raise an issue that in its style seems personal, but with your permission I must say it is actually a very general matter—regarding the position of Chief Rabbi of the Federation in London, etc.
It is well known: "Yachid veRabim Halachah keRabim" (When there is a dispute between an individual and the majority, the law follows the majority), from which it seems clear that this principle applies also regarding the benefit of the individual versus that of the community. Based on this, in my opinion there is no doubt that the necessity for work in spreading traditional Judaism—especially kosher education—in South American countries (including Mexico and neighboring countries) is incomparably greater than in London, even if one could argue that there are greater possibilities both quantitatively and qualitatively to accomplish this in London. Especially since opportunities there are limited for several reasons which you surely also know.
Furthermore—and this is essential—even for personal benefit (meaning your own), it is incomparably greater where you are now—if you utilize all available opportunities as needed, and these opportunities are unlimited.
As for opposition to kosher education and spreading traditional Judaism: at present it is not organized; and in many areas and senses—in all areas—whoever acts first merits success. The main role of a rabbi is to lead Jews on the path of Torah and mitzvah; and in our generation, to additionally awaken within them the desire and enthusiasm to be led by a rabbi.
I do not know how many ready-made assistants you will find on site—I mean in South America etc.—but there are certainly many potential helpers; however, they too are not organized, and perhaps each does not know about the other—or even about his own strengths and abilities.
Perhaps regarding comfort—London would be more suitable; but in my opinion this is not the purpose or goal of a rabbi—or even of any Jew wherever they may be.
I hope that for you none of this needs lengthy explanation or even clarification.
On this occasion—and following what I heard from you on Motzaei Shavuos—that over time about twenty issues have been published from the Kol Yerushalayim journal: since only two or three early issues are found in my library, I thank you in advance if you would be willing to instruct those who fulfill your wishes to send any duplicates to my library; as mentioned above—thanks in advance.
