ויהי רצון אשר תהי' הפתיחה בשעה טובה ומוצלחת, הצלחה בלימוד
התורה
מתוך יראת שמים ובהקדמת היראה לחכמה שאז החכמה מתקיימת, כדברי
חכמינו
במשנתם. וחפץ הוי' בידם יצליח, כסיום מכתב כת"ר, להקים עול –
וכשתי
דרשות חכמינו ז"ל בזה, עולה של תורה ועולה של תשובה גם יחד, שהרי שתי דרשות רז"ל זה
באות
כאחד באותו הכתוב,
והרי זה גם מענינא דיומייא אילין,
וכידוע
אשר מ' ימים האחרונים, שהתחלתם ורובם בחודש אלול, הי' ענינם תורה ותפלה (תשובה) גם יחד, משא"כ מ' ימים הראשונים שענינם תורה ומ' ימים האמצעיים שענינם תפלה (תשובה).
ובפרט אשר הרחש"ז ז"ל הלוי במשך חייו עלי אדמות הקדיש ונתן מממונו ומגופו ומנשמתו לענינים אלו, ונתינה
בעין
יפה.
ובודאי יהי' הלימוד באופן
שיביא
לידי מעשה, כוונתי
לאסוקי
שמעתתא אליבא דהלכתא, הוראה בפועל, אשר בפרט בתקופתנו זו הרי לימוד זה הכרח השעה הוא, בכל מקום ובפרט במדינתם ועירם. וזכות הרבים מסייעתם.

It was with pleasure that I received the news about the opening of the kollel "Yad Shaul," under the leadership of Haraha"g vavac"h iy"a nu"n Rav Pe'alim etc. Moreinu HaRav Yaakov HaKohen, president, and Haraha"g vavac"h iy"a nu"n etc. Moreinu HaRav Chaim Tzvi, director.
May it be G‑d's will that the opening should be at an auspicious and successful time—success in Torah study with fear of Heaven, placing awe before wisdom so that wisdom endures, as our Sages teach in their Mishnah. May the desire of Hashem prosper in their hands, as concluded in Keter's letter: to establish a yoke—and as our Sages expound in two teachings on this: the yoke of Torah and the yoke of teshuvah together. Both teachings are derived from the same verse and are also relevant to these days; it is known that during the last forty days—beginning mostly in Elul—their theme is both Torah and prayer (teshuvah) together, unlike the first forty days which are about Torah or the middle forty which are about prayer (teshuvah).
Especially since Rav Chashaz z"l HaLevi dedicated his life—his money, body, and soul—to these matters with a generous hand. Certainly, your learning will lead to action—I mean clarifying halachic conclusions for practical guidance—which is especially necessary in our times everywhere but particularly in your country and city. The merit of the many will assist you.
