ויהי רצון אשר חפץ ה' בידן יצליח להתעורר לפעולות טובות בכיוון האמור מוארות באור וחיות חסידותיים, בענין חיזוק הצניעות והפצתה בסביבתן הקרובה והרחוקה גם יחד, אשר היא עטרת תפארת בנות ישראל, שכל אחת מהן נקראת בת שרה רבקה רחל ולאה, בנות ישראל בכל מקום ועל אחת כמה וכמה בארץ הקדושה,

To all the participants in the conference of the Nshei U'Bnos Chabad organization in Kfar Chabad — may Hashem be upon them and grant them life — blessings and peace!
With pleasure I received the news about the fifth national conference to be held, G‑d willing, on Sunday of Parshas Shoftim v'Shotrim Titen Lecha ("Judges and officers you shall appoint for yourself"), Rosh Chodesh Elul — the month of mercy and favor — whose theme is "The Crown of Attributes: Modesty." May it be G‑d's will that their efforts succeed in awakening good actions in this direction, illuminated with chassidic light and vitality: strengthening modesty and spreading it both in their close and distant surroundings. This is the crown of glory for Jewish daughters, each called a daughter of Sarah, Rivkah, Rachel, and Leah — Jewish daughters everywhere, especially in the Holy Land, a land where "the eyes of Hashem your G‑d are upon it from the beginning of the year to its end."
It is known from our Sages that modesty is an aspect of holiness. A special role in this belongs to the Jewish woman called akeres habayis (mainstay of the home), akeres Beis Yisrael — both individually and collectively. According to this responsibility and role is their great reward; as explained in Zohar HaKadosh: to draw down blessing into the home and family — with blessings from above and below, with wealth, children, and grandchildren.
As an allusion from the beginning of this week's parsha: when each one within all Israel fulfills "Shoftim v'Shotrim Titen Lecha" ("Judges and officers you shall appoint for yourself"), judgment below nullifies judgment above; thus they merit being inscribed and sealed for a good and sweet year.
