Shalom u'Vrachah!

In response to your letter from Wednesday, in which you ask regarding certain matters of Torah and mitzvos and fear of Heaven, etc., and your parents’ opinion on this matter. The hope is that your parents will not interfere in such matters as mentioned above, for it is well known that the law of the Torah on this is based on an explicit verse: Ish imo ve'aviv tira'u ve'et Shabtotai tishmoru ("Each person shall fear his mother and father and keep My Shabbats") (see Yevamot 5b and the halachic authorities cited there).

2) To your question about the explanation in Sefer Tanya Kadisha at the end of chapter 11: Therefore our Sages said, etc.—the continuation is that since even a rasha ve'ra lo (an utterly wicked person) possesses good (but his good stands in a makif—encompassing—state), therefore "Achal bei asara Shechinta sharya" ("The Shechinah dwells among any group of ten"). See also at the end of Tanya chapter 35 for the precise language "sharya." Ten Jews—whoever they may be—even down to the lowest level of rasha ve'ra lo.

The hope is that you have a fixed schedule for studying the inner dimension of Torah as revealed in Chassidus—regularly every day and with extra study on Shabbat, which is holy to Hashem.

Blessings for good news in all the above.

In response to your letter: In your letter you wrote: I have already been decreed by my father and mother—may they live—to cut my beard... I am unsure if I must listen to them; whether cutting the beard is a Torah prohibition or if the mitzvah of honoring father and mother overrides this.

To your question: In your letter you wrote: At the end of chapter 11 it says "Therefore our Sages said: Achal bei asara Shechinta sharya," but with my limited understanding I do not see how this follows from what was stated earlier. See also Shiurim in Sefer HaTanya there.

Summary

The Rebbe clarifies that parental authority does not override Torah law regarding mitzvos such as keeping a beard. He also explains that even among ten Jews who are not righteous, the Shechinah dwells due to their inherent good. Regular study of Chassidus is encouraged for spiritual growth.
