ימים אלו קבלתי ידיעה שסיימו פיתוח, על כל פנים בשלב ראשון, של חבל "ערד".
ואמנם לא הי' לי לפלא, בידעי המרץ שלו והצלחתו במפעליו הקודמים. ונזכרתי משיחתנו, שתקותי שגם בזכרונו שמורות איזו נקודות ממנה, בענין זה של פיתוח חבלים והצורך החיוני ליצור התנאים לפיתוח הערכים הנצחיים של עמנו הקשורים בתורה הנצחית, תורת חיים, ומצוותי' עליהן נאמר וחי בהם, ונאמר יעקב חבל נחלתו. שלכן תקותי שכ' עושה כל התלוי בו לתת תשומת לב הראוי' למוסדות צרכי הדת והחינוך במסגרת תכנית הפיתוח, ובפרט אשר קביעת הענינים בראשית התפתחותם קובעת כל מהלך הענינים לאחר מכן. וינעם לי לקבל בשורות טובות ממנו בכל הנ"ל.
ולקראת השנה החדשה הבאה עלינו ועל כל ישראל לטובה ולברכה, הנני שולח לו ברכתי, ברכת כתיבה וחתימה טובה, לשנה טובה ומתוקה בגשמיות וברוחניות גם יחד.

מפני סיבה נתעכב משלוח המכתב, וזה עתה נודעתי שעזב עבודתו בשטח הפיתוח, אף שאיני יודע הסיבות לכך. אבל בודאי שיכול גם עתה לנצל השפעתו הטובה בכיוון הנ"ל.

In these days I received news that the development—at least the first stage—of the "Arad" region has been completed. Indeed, this did not surprise me, knowing your energy and your success in your previous endeavors.
I recalled our conversation, and I hope you also remember some points from it regarding this matter of regional development and the vital need to create conditions for developing the eternal values of our people connected with the eternal Torah, Toras Chaim (Torah of Life), and its mitzvos about which it is said "v'chai bahem" (and you shall live by them), and also "Yaakov chevel nachalaso" (Yaakov is the portion of His inheritance).
Therefore, I hope that you are doing all you can to give proper attention to religious and educational institutions within the framework of the development plan—especially since setting these matters at the beginning of their growth determines their entire course thereafter.
I would be pleased to receive good news from you regarding all of the above.
As we approach the new year that is coming upon us and all Israel for good and blessing, I send you my blessing: may you be inscribed and sealed for a good and sweet year both materially and spiritually.

For a certain reason, sending this letter was delayed, and only now have I learned that you have left your work in the field of development, though I do not know the reasons for this. But surely even now you can use your positive influence in this direction.
